Guo Heping was born in June 1954, a native of Dalat Banner, Inner Mongolia, a water conservancy engineer, and deputy director of the Agricultural Comprehensive Development Office of Dalat Banner, Inner Mongolia. 197 1 year, engaged in water conservancy work in Meng Qi for 20 years. He worked hard and studied hard, and completed the planning and design of many water conservancy projects. 1986 to 1990, and undertook the task of compiling the main chapters of Dalat Banner Water Conservancy and Conservation Records. Through the special investigation of the historical facts of water conservancy development in the whole banner for a hundred years, more than 2 million words of precious materials have been obtained. Records of Water Conservancy and Water Conservation in Dalat Banner was published by Inner Mongolia Press 199 1 and won the Science and Technology Progress Award. 199 1 year later, he presided over the completion of the near and long-term comprehensive agricultural development plan in Dalat Banner and made important contributions in its implementation.
