Legal analysis: the separate education law is also called the "education sector law". It refers to the education law that adjusts the relationship between a certain type of education or a specific part of education according to the constitutional principles and the basic education law. The former is compulsory education law and vocational education law, while the latter is teacher law and minor protection law. It shall not contravene the Constitution and the Basic Law on Education, and its legal effect is lower than the Basic Law on Education and higher than the administrative regulations on education. It plays an important role in many sources of education law. A complete education legal system, a separate education law under the Basic Law of Education should basically cover the main departments and aspects of education. A typical example is Japan, which has a separate education law in school education (public and private schools at all levels), social education, education finance, teaching staff and education administration (Ministry of Education, Ministry of Education and Local Education Committees). Together with its basic education law, it is commonly known as the "Education Primary Six Law".
