Common moral standards are the basis of formulating laws and regulations, which can promote the cultivation of moral consciousness. Learning educational laws and regulations can promote the internalization of teachers' professional ethics and make it a professional habit. Teachers in colleges and universities are faced with young students with independent personality, which requires teachers to have high quality and moral cultivation. Only when their moral cultivation is noble enough can they infect students and cultivate talents useful to the country and the nation.

? Morality is a kind of social ideology, and it is the norm and criterion of people's common life and behavior. Morality often represents the positive value orientation of society and plays a role in judging whether behavior is justified or not. The moral concept of human beings is gradually formed under the influence of acquired certain production relations and public opinion. ? Laws and regulations are the general name of legal documents such as laws, decrees, regulations, rules and articles of association. They regulate people's behavior by coercive means and with the help of state machines, so as to achieve the purpose of maintaining the normal, stable and healthy operation of society, which is universally binding.

I. Moral and legal provisions

? Morality is a kind of social ideology, and it is the norm and criterion of people's common life and behavior. Morality often represents the positive value orientation of society and plays a role in judging whether behavior is justified or not. The moral concept of human beings is gradually formed under the influence of acquired certain production relations and public opinion. ? Laws and regulations are the general names of laws, decrees, regulations, rules, articles of association and other legal documents. It regulates people's behavior by coercive means and with the help of the power of state machinery, so as to achieve the purpose of maintaining the normal, stable and healthy operation of society, which has universal binding force. The former is often an ideology formed by people from the heart and imperceptibly, while the latter is an objective, foreign and rigid regulation. In the initial stage of the formation of moral concepts, people often rely on the constraints of laws and regulations, so that people form a habit of behavior and consciousness in the process of constantly observing laws and regulations. Over time, this habit naturally internalizes into a fixed form of value for adults themselves. The normal implementation of laws and regulations should also be based on the moral consciousness of most people, because the formulation of laws and regulations itself is based on the interests of most people, that is, it conforms to social moral norms. Therefore, laws and regulations promote moral construction to a certain extent, and good moral construction ensures the effective implementation of laws and regulations to a certain extent.

Second, the provisions of education laws and regulations on teachers' professional ethics.

1On August 29th, 998, the Fourth Session of the Standing Committee of the Ninth NPC passed the Law on Higher Education in People's Republic of China (PRC), in which Article 45 of Chapter V stipulates that teachers and other educators in institutions of higher learning shall enjoy the rights prescribed by law, perform their obligations prescribed by law and be loyal to the people's educational cause. ? On June 6th, the fourth session of the NPC Standing Committee of the Eighth National People's Congress passed the Teacher Law of People's Republic of China (PRC), which also clearly defined the rights and obligations of teachers. As a college teacher, it is natural to fulfill the obligations that teachers should perform first: for example, abide by the Constitution, laws and professional ethics, and be a teacher by example; Caring and caring for all students, respecting students' personality and promoting students' all-round development in morality, intelligence and physique; Constantly improve ideological and political awareness and the professional level of education and teaching. The Code of Professional Ethics for Teachers in Colleges and Universities issued by the Ministry of Education of People's Republic of China (PRC) and the National Committee of China Education, Culture, Sports and Health Federation on February 23, 2000/165438 clearly stipulates the professional ethics of teachers in colleges and universities in words: teachers in colleges and universities are required to be patriotic and law-abiding, love their jobs, teach and educate people, be rigorous in their studies, serve the society, and be a model for others. It can be seen that in many educational laws and regulations, there are more or less requirements for the construction of teachers' ethics, especially teachers' professional ethics, and the target norms for the construction of teachers' professional ethics have also been established. Teachers in colleges and universities are faced with a group of young college students who are basically adults or adults, mature physically and mentally, eager for knowledge, thoughtful and individual, and have certain ability to distinguish right from wrong, so they also put forward higher requirements for teachers' own quality, ability and moral cultivation.

Third, the relationship between the moral construction of college teachers and the laws and regulations of universal education.

To strengthen the moral construction of college teachers, we must popularize educational laws and regulations. The relationship between them is inseparable, complementary and mutually reinforcing. The formation of teachers' individual morality will go through a heteronomous morality period characterized by obligation. Fundamentally speaking, the construction of morality is a process from heteronomy to self-discipline, and it is also a process of internalizing universally recognized norms. The popularization of educational laws and regulations has just promoted teachers' professional ethics from heteronomy to self-discipline, from an external code of conduct to every teacher's heart after popularization, and then formed an internalized ideology. Through the popularization of educational laws and regulations, college teachers can improve their professional ethics awareness, cultivate their professional ethics feelings, strengthen their professional ethics beliefs, exercise their professional ethics will and cultivate their professional ethics behaviors. When professional ethics are truly internalized into teachers' minds, in turn, it can promote the further promotion and implementation of educational laws and regulations. On the one hand, the laws and regulations on universal education can make college teachers realize their obligations to the country, society, people and students, and make their position and mission clearer, so as to truly achieve what is stipulated in the Code of Professional Ethics for College Teachers? Learn to be a teacher and behave yourself. Indifferent to fame and fortune, ambitious. Establish a good style of study and teaching, and educate and infect students with noble morality, personality charm and style of study. Abide by social morality, safeguard social justice and lead social fashion. Elegant and upright in words and deeds, civilized in behavior. Self-respect, self-discipline, honesty, teaching and setting an example? . On the other hand, good moral construction of college teachers can be widely spread through the words and deeds of teachers, a special professional group. When a group has enough moral consciousness, the role played by laws and regulations will be correspondingly weakened, and the popularization and implementation of laws and regulations will no longer be a difficult task, because these things regulated by laws and regulations have been internalized into people's ideology and will naturally be reflected and revealed in study, work and life. So as to gradually reach an ideal moral realm.

Fourthly, the analysis of college teachers' moral construction.

As professional teachers in colleges and universities, we should vigorously strengthen our own moral construction and actively implement the relevant provisions in educational laws and regulations. The goal of self-moral construction should not be lower than the relevant requirements in educational laws and regulations, but should go further. Teachers are advocates of human civilization and engineers of human soul. Teachers' morality is the forerunner of students' morality. Therefore, teachers should have noble moral cultivation.

1. To build a good moral cultivation, we must first seriously study educational theories and laws and regulations, take scientific theories as guidance, and avoid getting lost. At the same time, it is also inseparable from participating in social practice, especially education and teaching practice. Because teaching activities and training talents are always the core of school work and teacher work.

2. Since the enrollment expansion of colleges and universities, not only college teachers are facing increasing pressure, but also college students are facing heavy pressure such as postgraduate entrance examination and employment choice. As a college teacher, we should care for students from the heart and let them feel our understanding, respect, equality, care, dedication, responsibility and tolerance. ? Think with students' brains, see with students' eyes, experience with students' emotions and enjoy with students' interests. ? We should not only care about students' academic progress, but also pay attention to their mental health at all times, cultivate their ability to control and adjust their emotions, face all kinds of challenges and pressures correctly and peacefully, and keep their complete and unified personality and harmonious interpersonal relationships. We should understand and trust students and realize that they are living people, and they all have their own unique and distinctive side. We must really love our students. This kind of love is neither coddling nor accommodating, but strict and strict. We should care about the all-round growth of every student and treat all students equally.

3. We should pay attention to strengthening our professional skills, consult our peers and old teachers, and regard teaching and educating people as a passionate activity. Based on educating people, on this basis, make the classroom as vivid and attractive as possible. Therefore, we should make great efforts to prepare lessons, encourage students to think and strengthen interaction with students. Stand on the platform and keep the bottom line as a teacher.

4. Try to enrich your professional knowledge and broaden your knowledge. We should guide students with profound professional knowledge, attract students with extensive non-professional knowledge, impress students with humorous and precise language, and infect students with rigorous academic attitude. By strengthening the study of all aspects of knowledge, we will do our part for teaching and scientific research.

5. We should attach importance to the education of practical links and strive to ensure that the teaching content is not divorced from reality. Let students really feel that learning is useful and useful. Organically combine theoretical teaching with practical teaching. On the one hand, we can mobilize students' enthusiasm for reviewing theoretical knowledge through practical teaching, on the other hand, we can really apply theoretical knowledge to practice.

6. Colleges and universities are a huge system. Management is a sloppy job. Management work is closely linked, and every link cannot be relaxed. As college teachers, they should set an example for students, strictly abide by the rules and regulations of the school, actively cooperate with various administrative departments to do a good job in teacher-student management, and ensure the orderly teaching order of the school.

7. As a teacher, the ideological quality is not good enough, and it is futile to teach even the best books. We should constantly strengthen our own moral cultivation. Only by doing it yourself can students be required. Teaching by example is more important than teaching by example. As teachers, we should have a sense of responsibility and mission, and realize that through our own teaching activities, we should not only teach students to read, but also teach them to be human. Every college teacher should consciously implement the educational policy, consciously abide by laws and regulations, and be a model of obeying the law. In education and teaching activities, he should strictly follow the provisions of education laws and regulations such as the Education Law and the Teachers Law, and set himself higher standards than those stipulated in these laws and regulations.
