Building fire protection, earthquake resistance, lightning protection and the safety management of elevator, power supply, water supply, gas supply, heating and other facilities and equipment shall be implemented in accordance with the provisions of relevant laws, regulations and rules.
Where there are other provisions in laws, regulations and rules on the safety management of the use of houses within the scope of cultural relics protection units and historical and cultural blocks, those provisions shall prevail. Article 3 The safety management of urban housing use follows the principles of territorial management, standardized use, prevention first, combination of prevention and control, and ensuring safety. Article 4 The people's governments of cities and counties (districts) shall strengthen the organization and leadership of urban housing use safety management within their respective administrative areas, establish an overall and coordinated safety management system, and improve the emergency response mechanism. Education, health, culture, radio and television, tourism, sports, commerce, transportation, civil affairs and other departments shall, according to their respective functions and duties, urge the owners and managers of houses in public places such as schools, medical and health institutions, cultural and sports venues, scenic spots, shopping malls, hotels, restaurants, bazaars, stations, and pension welfare institutions to conduct regular house safety inspections, so as to eliminate potential safety hazards in time. Sixth housing and urban and rural construction, education and other departments should strengthen the publicity and education of urban housing safety management laws, regulations and rules, and enhance the public's awareness of the safe use of housing.
Encourage the news media to carry out public welfare publicity on the safety of urban housing use, and conduct public opinion supervision on violations of the safety of urban housing use. Seventh any unit or individual has the right to complain and report acts that endanger the safety of urban housing use.
After receiving complaints and reports, the housing and urban-rural construction departments and other relevant departments shall promptly handle them and inform the complainants and informants of the results. Housing ownership belongs to the state or the collective, and the housing manager is the person responsible for the safety of housing use. Property service providers or other units with management responsibilities shall promptly discourage and stop the owners and users of houses from implementing the acts mentioned in the preceding paragraph; Discourage and stop ineffective, it shall promptly report to the housing and urban and rural construction, natural resources and planning, urban management and other relevant departments. , the relevant departments shall promptly deal with according to law.
