Individual enrollment is a mechanism for the Ministry of Education to further improve the higher vocational education system with China characteristics and the diversified selection and admission of higher education. In order to implement the spirit of the document "Opinions of the Ministry of Education and the Ministry of Finance on Implementing the Construction Plan of National Model Higher Vocational Colleges and Accelerating the Reform and Development of Higher Vocational Education", we will actively explore and guide high school graduates and secondary vocational graduates to be rationally diverted to high-quality higher vocational colleges.
To improve the quality of students in higher vocational education, it is decided that higher vocational colleges should organize proposition, examination and marking before the college entrance examination, delimit the minimum admission control score line, determine the admission list, and report it directly to the provincial education examination institute for approval and filing. This form of enrollment is called "individual enrollment" in higher vocational colleges, and candidates who take the individual enrollment examination enjoy the same treatment as those who take the college entrance examination.

The independent enrollment of higher vocational colleges in China began in 2007, and the subject unit of the proposition gradually expanded from national demonstration vocational colleges to national backbone vocational colleges, provincial demonstration vocational colleges and vocational colleges in the national comprehensive reform experimental zone of higher vocational education.
In order to explore the reform of college entrance examination enrollment system, highlight the characteristics of higher vocational education and improve the diversified selection mechanism of higher education. Individual enrollment institutions can organize cultural examinations alone or jointly. The enrollment scope of self-enrollment colleges should mainly be ordinary high school graduates in their provinces and autonomous regions, and some secondary vocational graduates can also be recruited on a pilot basis;
Individual enrollment plans are included in the total number of enrollment plans approved by each school, and unfinished plans are transferred to the national unified enrollment examination for ordinary colleges and universities. In 2008, the scope of self-enrollment pilot colleges was expanded to 20 national demonstration higher vocational colleges in 8 provinces/autonomous regions, and Hebei, Liaoning, Sichuan, Xinjiang and other provinces/autonomous regions were added for pilot projects.
In 2009, the scope of self-enrollment colleges expanded to 13 provinces/autonomous regions, with a total of 33 national model higher vocational colleges enrolling students independently, with a planned enrollment of 9,240 students. Guangxi, Shanxi, Shandong, Fujian, Anhui and other provinces/autonomous regions were added for pilot projects.
