2. Relief content
For those who meet the above conditions in the compulsory education stage, tuition and miscellaneous fees will be reduced, and textbooks will be provided free of charge to students from poor families. Tuition and miscellaneous fees are reduced for students in special education schools, textbooks are provided free of charge, and living expenses are subsidized for students from poor families. With regard to the funding of compulsory education in rural areas, especially in poverty-stricken areas in the west, the State Council proposed that all tuition and miscellaneous fees for students in rural compulsory education in the west should be exempted from 2006 and extended to the central and eastern regions in 2007. According to statistics, the annual tuition and miscellaneous fees of rural primary and secondary schools in China can reach 654.38+05 billion yuan, which are 654.38+080 yuan and 654.38+040 yuan respectively.

In the stage of non-compulsory education, that is, the stage of helping students from poor families in ordinary undergraduate colleges, higher vocational schools and secondary vocational schools, various forms of financial aid policy systems for students from poor families in colleges and universities have been formed, such as national scholarships, national inspirational scholarships, national grants, national student loans, free education for normal students, work-study programs, tuition fee remission and so on. For example, state grants are jointly funded by the central and local governments and mainly subsidize students' living expenses. The national average subsidy standard is 2000 yuan per student per year.
3. Relief Fund
Tuition and miscellaneous fees subsidy funds are jointly borne by the central finance and local finance. The central and local governments share 8: 2 in the western region and 6: 4 in the central region. In the eastern region, except for municipalities directly under the central government, the proportion shared by the central and local governments shall be determined by the provinces according to the local financial situation.
