The implementation principles of special post teachers:
1, adhere to the scope and strict conditions. Counties (cities, districts) included in the "special post plan" must be counties (cities, districts) with overall shortage of teachers, prominent structural contradictions and relatively difficult financial resources, but good work foundation and high enthusiasm. During the implementation of the "special post plan", in principle, new teachers cannot be supplemented in other ways.

2. Central planning and local implementation.
