In order to encourage teachers to engage in front-line teaching, the minimum weekly class hours for primary and secondary school teachers (generally not less than 12- 18 for primary schools, not less than 10- 16 for junior high schools and not less than10/4 for senior high schools) are stipulated, and they are part-time managers.
