First, insist on education serving the people, realize, safeguard and develop the fundamental interests of the overwhelming majority of the people, and constantly meet the people's demand for higher and better education.

Second, insist on education serving the governance of China, and through the reform and development of education, raise the banner, gather people's hearts, cultivate new people, promote culture and show the image, and constantly consolidate the ruling foundation of the Party.

3. Insist that education serves to consolidate and develop Socialism with Chinese characteristics's system, guide people to enhance their self-confidence in the system through educational development, and establish their faith and confidence in fighting for the common ideal of Socialism with Chinese characteristics, so that educators can consciously become advocates and defenders of Socialism with Chinese characteristics's system.

4. Adhere to education to serve the reform, opening up and socialist modernization, and provide intellectual support for the reform, opening up and socialist modernization.
