During the second batch of educational activities to maintain the advanced nature of party member, the Commission for Discipline Inspection of the Municipal Education Bureau organized reading activities attended by party and government leaders of various schools. In addition to the books, articles and documents needed to complete the advanced education activities, I also carefully studied the Learning Outline of Theory of Three Represents Theory on Anti-corruption Theory. Through study, I further realized that anti-corruption theory is an important part of Theory of Three Represents, and further realized the importance and necessity of building a clean and honest party style and anti-corruption. Below, I will talk about my own superficial experience on how to do a good job in building a clean and honest party style and how to carry out anti-corruption work.
First, to make the anti-corruption work effective, we must strengthen education and learning.
Only by strengthening education and study can the cadres deeply realize the importance and necessity of strengthening party style construction and anti-corruption work, and constantly improve the political quality of the cadres in party member and their consciousness of observing party discipline and state law. Only by strengthening education and learning can we keep pace with the times, let the broad masses of cadres know the new policies, regulations and requirements promulgated by the party in time, and have new solutions to the new situations and problems in anti-corruption work. In addition, through learning, party member cadres can adjust their ideas in time, change their world outlook, outlook on life and values at any time, constantly strengthen their beliefs and ideals, and consciously build a defense line against corruption and change.
Second, to make the anti-corruption work effective, we must do a good job in the implementation of the responsibility system and system construction.
(1) Do a good job in building a clean and honest party style and fighting corruption, and create a new mechanism to implement the responsibility system, so that the responsibility system can be truly implemented. 1. Establish a leading mechanism to fight corruption and promote honesty.
In practical work, the "number one" should take overall responsibility, pay attention to the first level and implement it layer by layer, ensure that all work is managed and there is no mechanism for mutual supervision and restriction within the team, effectively implement the system of democratic life meeting of the team and the system of making school affairs (finance) public, and improve the transparency of power operation. 2. Establish the responsibility mechanism and accountability mechanism for combating corruption and promoting honesty.
It is necessary to clarify and implement the responsibilities of leading bodies and leading cadres in anti-corruption work, and establish a responsibility mechanism and accountability mechanism recognized by the broad masses of cadres and the masses. We should be bold, realistic and resolute in dealing with dereliction of duty and dereliction of duty that do not perform or seriously perform the duties of building a clean and honest party style. We should severely criticize comrades who do not abide by or violate the system and make corrections within a time limit. If the circumstances are serious, disciplinary action or legal sanctions shall be given. Only in this way can we arouse the shock and vigilance of leading cadres. 3. We should not establish an anti-corruption evaluation, reward and punishment mechanism.
Can objectively and realistically evaluate the main unit's implementation of the responsibility system for building a clean and honest government, and severely reward and punish.
(2) Do a good job in system construction and system implementation. Comrade Hu Jintao emphasized that "punishing corruption by relying on the system is the fundamental way to do a good job in fighting corruption and promoting honesty", which means that system construction has a very important position and role in fighting corruption and promoting honesty. However, it is not so easy to formulate a good and effective system, so we must use our brains. The formulated system should not only conform to the spirit of the central authorities, but also conform to the actual situation of all localities, departments and units. However, I think a good anti-corruption system should highlight the following four words: First, highlight the word "strict", that is, the system should be strict, including norms, requirements, prevention and punishment, as well as encouragement, support and supervision. Secondly, the word "real" should be emphasized, that is, the formulated system should be feasible and operable; Third, highlight the word "Jane", that is, the formulated system should be concise, clear and practical; Fourth, highlight the word "prevention". In other words, the formulation of the system should focus on prevention and prevent it beforehand.
Three, to make the anti-corruption work effective, we must strengthen supervision.
(1) Do a good job in inner-party supervision, especially the supervision of the "top leaders". To make inner-party supervision really effective, we should not only have complete inner-party supervision mechanisms and systems, but also make these mechanisms really work, and these systems are really implemented, that is to say, the prevention and supervision functions of inner-party democratic life associations really work.
(2) Do a good job of non-party supervision. The most important thing is the supervision of the broad masses of people. Similarly, in order to make the non-party supervision effective, party member cadres should not only improve the non-party supervision mechanism and seriously implement it, but also have the concept of building the party for the public and governing for the people. We should trust and rely on the people, be open and honest, always listen to the opinions and suggestions of the people and people from all walks of life, understand their wishes, understand their actual situation, and accept their supervision sincerely and actively. Really implement the people's right to know.
(3) standardize various meeting systems. Adhere to the principle of democratic centralism. Seriously hold a good congress of the masses (faculty) so that the masses (faculty) can really participate in management.
