Main responsibilities:

Responsible for the construction of teachers in the city; Responsible for the qualification of primary and secondary school teachers and principals in the city; Participate in the formulation of relevant policies on personnel management in the city's education system; Responsible for teacher training, reward and professional and technical post evaluation and engagement; Organize and guide the construction of talent team in the education system.
Responsible for the overall management of education funds in this department; Participate in the formulation of the city's education fund raising, education funding, education fees, student financial assistance policies and related policies; Responsible for the statistics of the investment and implementation of education funds in the city; Responsible for the management of the funds for the compulsory education guarantee mechanism and the relevant special funds for education of the state, province and city; Overall management of the city's educational donations; To guide the work-study program and school-run industrial work in the city's education system.
Responsible for the development of the city's various types of school network layout planning, and organize the implementation of adjustment work; Responsible for the supervision and management of school infrastructure, school buildings, school property and educational land; Responsible for the statistics, analysis and release of basic education information.
Responsible for the management of the city's secondary and secondary education entrance examination and academic certification; In conjunction with relevant departments, study and formulate enrollment plans for schools of all levels and types in our city.
Responsible for the foreign affairs of the education system; Responsible for coordinating educational exchanges with foreign countries, Hong Kong, Macao and Taiwan.
Responsible for guiding the ideological and political, spiritual civilization construction, moral education, physical education, health and health education, art education and national defense education of all kinds of schools in the city.
Responsible for organizing and guiding the city's education, scientific research and teaching research; To guide the research of educational theory and the work of academic groups in mass education.
Responsible for the legal construction of the education system, promote education legislation, and guide the education system to administer education according to law and publicize and educate the legal system.
To guide the city's education supervision; To be responsible for organizing and guiding the educational work of schools at all levels and below the secondary level; Responsible for the supervision, inspection, evaluation and acceptance of the work of eliminating illiteracy among young people; To guide the monitoring of the development level and quality of basic education.
Responsible for the planning and development, overall construction and remote (network) education management of the city's education system; Guide primary and secondary schools to carry out distance education and teaching.
Responsible for the safety and stability of subordinate units; To guide and inspect the safety and stability of schools affiliated to all districts and counties (cities) in the city; Coordinate and guide the handling of major public emergencies and major safety accidents in the education system and the comprehensive management of social security.
Implement the principles and policies of the national language and writing work, formulate long-term plans for the city's language and writing work, and promote the management of Putonghua and social norms; Responsible for language standardization test and language information processing and application research.
Responsible for coordinating and guiding municipal higher education; Participate in coordinating the integration of Industry-University-Research; Do a good job in employment guidance for college graduates in conjunction with relevant departments.

Undertake other rights and obligations entrusted by laws and regulations, and undertake other tasks assigned by the municipal party committee and municipal government.
