What is the current situation of rural compulsory education in Qingyuan?
In recent years, under the attention and care of the provincial party committee and government, and under the direct guidance of the provincial education department, our city has made great achievements in running large-scale education with the idea of running big industries, integrating educational resources to promote educational balance, improving educational quality with educational reform, and promoting educational modernization with educational informationization.

I. Review of Qingyuan Education Development

(1) The comprehensive strength of education has been continuously enhanced. First, the achievements of the Ninth Five-Year Plan have been continuously consolidated and improved. In 2008, the enrollment rate of primary school was 99.9%, the enrollment rate of junior high school was 99%, and the enrollment rate of children with three disabilities was 95.8%. Second, the pace of popularizing high school education has accelerated. In 2008, the number of students enrolled in ordinary high schools in our city was 29,300, the number of students enrolled in secondary vocational schools was 1.36 million, and the number of students enrolled in export and secondary vocational schools was about 1.2 million. The total number of high school students enrolled in the city increased by14,500 compared with the previous year, with an increase of about 30%. Third, higher education has made new breakthroughs. In 2002, qingyuan polytechnic, the first public full-time college in Qingyuan, was established. At present, the college has 8 secondary colleges (departments), 29 majors and more than 8600 full-time students. In September, 2008, nanhua college of industry and commerce Qingyuan Campus opened, with the first enrollment of 3,000 students. Fourth, the level of educational equipment and informatization has been continuously improved. In recent years, the city has invested more than 200 million yuan in educational equipment and information construction. Open Qingyuan Basic Education Network.

(2) The reform of the education system has been deepened. First, earnestly implement the county-based management system and constantly improve the conditions for running schools. Second, the investment mechanism of education funds has been continuously improved and innovated. In 2007, our city invested 2.502 billion yuan in education. The third is to innovate the system and vigorously develop private education. In recent years, a number of private primary and secondary schools with good quality and certain characteristics have been built. At present, there are 304 private educational institutions (including kindergartens) with 67,000 students in the city.

(3) The scale of running a school is constantly expanding. First, through the adjustment of the layout of primary and secondary schools, the sparrow schools in rural primary and secondary schools were merged. Since 2002 alone, 477 schools in the city have been cancelled, and 406 schools have been removed from high schools and kept low. 253 new (expanded) schools were built in different places, with a total investment of 650 million yuan. The second is to implement the regional adjustment of ordinary high schools and vocational education and accelerate the development of high school education. On the one hand, a number of high-grade and large-scale ordinary high schools have been built and expanded, most of which have more than 3,000 students. On the other hand, through merger, association, joint construction and transfer, the number of public vocational schools in the city has been merged from 32 to 9, which has expanded the scale of running schools.

(4) The construction of teaching staff has been continuously optimized. At present, the compliance rate of full-time primary school teachers in our city is 99.5%, of which 73.24% are college graduates or above. The attainment rate of junior high school full-time teachers' academic qualifications is 98. 19%, of which 53.76% have bachelor degree or above. The standard rate of full-time teachers in ordinary senior high schools is 93.69%. The qualified rate of full-time teachers in secondary vocational schools is 77.98%.

(5) The level of running schools has been continuously improved. First, the number of high-quality degrees has increased substantially. There are 1 17 provincial and municipal schools in the city, including 8 national model high schools and 212,979 high-quality degrees. Second, there has been a new breakthrough in strengthening the town through education. There are 2 1 towns with strong education at the provincial and municipal levels in the city, of which 21towns with strong education at the provincial level, accounting for 24.7% of the established towns in the city.

Second, the main development experience

(A) actively strive for the support of party and government at all levels, and gradually establish and improve the input mechanism of compulsory education.

For a long time, the contradiction between the rapid development of education and the lack of financial input has become more prominent; The allocation of financial education resources is not reasonable, and the gap between urban and rural areas and between regions is still large. To solve these problems fundamentally, we must actively strive for the attention of party and government at all levels, further play the role of public finance, and establish and improve a long-term mechanism to guarantee the funds for compulsory education.

(2) Adhere to innovative thinking and achieve rapid development beyond the norm.

Since Qingyuan was founded 20 years ago, the conditions and level of running a school have been greatly improved, which stems from the fact that we have made full use of the theory of "six major resources (living existing resources in river basins, optimizing educational resources, making good use of future resources, using folk resources, giving full play to brand resources and intensive limited resources)", innovated ideas and achieved rapid development beyond the norm. For example, efforts should be made to formulate various policies and measures to help schools mortgage loans to banks with fixed income, and then land should be used to promote education and absorb private capital, thus forming a geometric effect. This is the most direct and effective way for us to activate future resources and make use of folk resources. In fact, every county (city, district) and even a considerable number of schools make good use of future resources to develop themselves. Fogang is a small county with a population of 300,000. At present, the primary and secondary schools in this county use future resources for school construction, which has become a county with a higher overall education level in our city. The quality of provincial schools in ordinary high schools has reached 100%.

(3) Coordinating the allocation of educational resources in urban and rural areas, and insisting that the focus of public educational resources is tilted towards rural areas.

Further optimize the allocation of educational resources and let more high-quality educational resources flow to rural areas. In accordance with the principles of facilitating students' schooling, not increasing the financial burden of students' families and ensuring the quality of teaching, we will further adjust the layout of primary and secondary schools and gradually realize educational equity. Encourage qualified places to set up boarding schools, implement centralized education and expand the scale of education. Effectively strengthen the construction of rural teachers, focusing on rural teacher training by means of on-the-job training, on-the-job practice and on-the-job training. In-depth twinning activities between urban schools and rural schools will be carried out, and a certain number of outstanding teachers will be selected to teach in rural areas every year. At the same time, formulate preferential policies to encourage normal college graduates to exercise in rural schools.

(four) improve the education aid system, according to the law to protect the rights of children of poor people to receive education.

Establishing and perfecting the educational aid system is an important means to achieve educational balance and promote educational equity. No matter in compulsory education, high school education or college students, we must do everything possible to ensure that they will not drop out of school because of family poverty. First, earnestly implement the national policy of exempting tuition and fees in compulsory education and subsidizing the living expenses of boarders. The second is to gradually improve the financial aid policy system for students with special difficulties in non-compulsory education, further improve the system of educational scholarships and student financial aid funds in senior high schools, establish a fund to help students and help them learn, and encourage the society to donate money to study.

(5) Vigorously develop vocational and technical education to provide a strong talent guarantee for "double transfer".

Developing vocational and technical education is conducive to promoting employment, improving the quality of the population, getting rid of poverty in mountainous areas and enhancing economic competitiveness. In recent years, all the students trained through vocational and technical education and training in our city have found suitable jobs, and the employment rate has reached over 95%. Most graduates have become business or technical backbones in all walks of life. Many children in mountainous areas or rural areas help their families get rid of poverty and become rich by receiving vocational education.

Third, the future development ideas

(A) actively explore new ways of balanced development of compulsory education. Efforts should be made to improve teaching facilities and equipment, improve the overall quality of teachers and improve the level of education and teaching management. Emphasize connotation construction and take the construction of standardized schools for compulsory education as the starting point. The government should solve the necessary funds for school hardware construction, improve the professional level of teachers through the education department, and do a good job in education and teaching management through schools to promote the balanced development of compulsory education.

(2) Actively explore new ways to popularize high school education. 20 1 1 Qingyuan needs to increase the number of high school places by 84,000 to popularize high school education. The pressure of "gaopu" is very great. We should actively strive for the attention of party committees and governments at all levels, strengthen leadership over this work, increase investment, and ensure that the task of "general education" is completed on time. It is necessary to guide the masses to actively send their children to school and create a good atmosphere in which the whole society attaches importance to and supports education.

(3) Actively explore the use of modern means to shorten the quality gap with advanced regions. Vigorously promote the "school-to-school communication" project, so that teachers and students in mountainous areas can share the results of information-based teaching synchronously, and gradually narrow the "starting" gap with advanced areas; Vigorously promote the basic education network application projects such as training, teaching and research, and classroom synchronization system, so that teachers and students in mountainous areas can share the dynamic information of teacher guidance and education and teaching simultaneously; Strive to build a platform for education and teaching resources, so that teachers and students in mountainous areas can share high-quality education and teaching resources and advanced education and teaching concepts simultaneously.

(D) actively explore new ways to build a contingent of teachers. Compared with developed areas, teachers' low income and hard working and living conditions lead to the outflow of local backbone teachers, the difficulty in introducing high-quality teachers from other places, and the serious shortage of middle and senior teachers. To improve the quality of teachers, we should consider introducing foreign talents and cultivating them internally. Improve the treatment of teachers and stabilize the teaching staff.

(5) Actively explore new ways to promote the development of private education. It is suggested that based on the Private Education Promotion Law and its implementing regulations, more favorable policies should be formulated to attract social forces to participate in running schools, form a diversified investment mechanism, and explore a socialized and market-oriented way to run schools.
