Internal structure of Cixi Education Bureau
According to the above responsibilities, the Municipal Education Bureau has seven functional departments:

(1) Office (brand of administrative examination and approval department)

To comprehensively coordinate the administrative affairs of this Council;

Responsible for the supervision of important meetings and important matters;

Responsible for secretarial, information, letters and visits, archives, assessment, safety, publicity and financial management;

Responsible for handling the suggestions of NPC deputies and CPPCC members; To formulate the city's education development plan and education system reform plan and organize their implementation;

Drafting relevant comprehensive documents;

Responsible for and guide the city's education administrative law enforcement work, and promote the administration and management of schools according to law; Take the lead in handling administrative reconsideration, litigation and other related matters of bureau education according to law; Lead the administrative examination and approval; Responsible for the formulation and implementation of administrative examination and approval rules and regulations, management measures and examination and approval standards of this department;

Responsible for the acceptance, examination, licensing, approval and service of administrative licensing and non-administrative licensing examination and approval matters of the department, and make regular evaluation; Responsible for government education informatization.

(ii) Personnel Section

Planning and guiding the construction of primary and secondary school teachers in the city; Responsible for the qualification of teachers in the city according to the authority; negative

Responsible for the evaluation and appointment of teachers' series of professional and technical positions; Responsible for personnel, labor wages, organization, assessment, rewards and punishments. All kinds of schools (units) in the city; To guide the reform of the school's educational personnel system and internal management system; Responsible for recruiting teachers;

To guide the management of retirees in this system; Responsible for the party building work of directly affiliated schools (units);

To guide the ideological and political work of teachers and staff in primary and secondary schools (units);

Responsible for the construction of cadres in directly affiliated schools (units) and township schools; Responsible for the management of personnel files; Formulate and implement the continuing education plan and annual training plan for in-service teachers; Responsible for the cultivation and training of principals of primary and secondary schools in the city.

(3) Financial Planning Section

Formulate annual enrollment plans for municipal schools; To guide campus planning, school building construction management and educational asset management;

Check the renovation of dilapidated buildings in primary and secondary schools in the city; Participate in the formulation of policies and measures for raising education funds, allocating education funds, investing in education infrastructure and charging education fees;

Prepare the budget and final accounts of the funds of the directly affiliated schools (units); To guide, supervise and manage the financial audit work of directly affiliated schools (units);

Responsible for the city's education statistics; Guide the logistics reform of the directly affiliated schools and the comprehensive development of the city's educational resources;

Responsible for educational cooperation, counterpart support and poverty alleviation; Cooperate with the public security fire department to do a good job in school fire safety supervision.

(4) General education

Comprehensive management of the city's basic education and special education; Cooperate with the preparation of the city's nine-year compulsory education and ordinary high school education development plan and annual plan; Cooperate with the preparation of the city's ordinary high school enrollment plan;

Supervise ordinary primary and secondary schools and special education schools to implement teaching plans and guide teaching reform; Guide information technology education, audio-visual education and book reading in ordinary primary and secondary schools;

To guide moral education in primary and secondary schools, popular science among teenagers, labor technology education, national defense education and social practice activities;

Organize, guide and inspect the physical education, art education and health care work in primary and secondary schools in the city; To guide and manage the business work of basic education schools organized by social forces; Responsible for the safety of students; To guide, coordinate and supervise the safety and stability of basic education schools in the city;

Responsible for handling emergencies in basic education schools; Cooperate with the public security traffic police department to do a good job in school bus safety supervision;

To undertake the daily work of the Municipal Language Working Committee.

vocational education

To manage, guide and coordinate the work of secondary vocational education and lifelong education in the city; To formulate development plans for secondary vocational education and lifelong education and guide their implementation; Do a good job in the examination and approval of the establishment, merger and change of secondary vocational schools, adult education schools and community education institutions according to their authority;

Cooperate in the preparation and enrollment of enrollment plans of vocational schools;

Do a good job in the management of secondary vocational schools according to the authority; Coordinate the specialty setting of secondary vocational education;

To guide the education, teaching and school-enterprise cooperation in secondary vocational schools;

To guide staff education, farmers education, community education, lifelong education and other work;

Responsible for the business and management of continuing education and social and cultural education organized by social forces;

To guide, coordinate and supervise the safety and stability of vocational education and adult education schools in the city; Responsible for handling emergencies in vocational education and adult education schools; To guide and manage the relevant work of various educational institutions organized by social forces.

(6) Pre-school Education Section

Manage and coordinate preschool education; Guiding preschool education, teaching and scientific research;

Formulate the development plan of preschool education in the whole city and guide its implementation; Assist relevant functional departments to carry out examination and approval and annual inspection of various kindergartens;

Assist relevant functional departments to do a good job in the management and business training of preschool education staff;

Assist in the foreign exchange and cooperation of preschool education; Guide, coordinate and supervise the safety and stability of kindergartens in the city;

Responsible for handling emergencies in kindergartens.

(7) Supervision Section

Undertake the daily work of the education supervision office of the municipal government; Formulate educational supervision plans and evaluation standards, and organize their implementation;

Responsible for supervision, inspection, evaluation and guidance on the implementation of education laws, regulations and policies by relevant departments, towns (streets) and schools;

Responsible for popularizing compulsory education and eliminating illiteracy among young people.
