There is still a difference between an outline and a textbook: an outline is the condensation of a textbook. If you are a graduate student in pedagogy, your personal experience is that a set of pedagogy syllabus is almost enough. Of course, reading textbooks helps to understand the outline. If time permits, you'd better read the textbook first and then make an outline.
