Grass-roots education is rural primary and secondary education. We should adhere to problem orientation, reform and innovation, systematic thinking and legal thinking. It is necessary to seriously carry out investigation and study, deeply analyze the situation and existing problems faced by party organizations in the city's education system in grass-roots organizations, basic work and basic capacity building, review and summarize the work of the education system, learn from the experiences and practices of other provinces and cities, and study and put forward measures to strengthen the construction of grass-roots political power with grass-roots party organizations as the core from the perspective of overall planning and top-level design of policy system.
