Measures of Hebei Province on Implementing the Compulsory Education Law of People's Republic of China (PRC)
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC) and the Detailed Rules for the Implementation of Compulsory Education in People's Republic of China (PRC), combined with the actual situation of this province. Second organs, organizations, enterprises and institutions, other organizations and citizens within the province shall abide by these measures. Article 3 By the end of this century, nine-year compulsory education will be basically popularized in the whole province. Universal compulsory education can be divided into two stages: primary compulsory education and secondary compulsory education.

The provincial people's government shall formulate the implementation plan of compulsory education, and stipulate the time limit and measures for completing the plan. The people's governments of cities (regions), counties, autonomous counties and county-level cities shall formulate specific implementation plans. Article 4 Compulsory education must implement the national education policy, ensure the quality of education, and lay a foundation for improving the quality of the whole nation and cultivating talents with ideals, morality, culture and discipline for socialist construction. Article 5 The people's governments of provinces, cities (districts), counties (autonomous counties, county-level cities and municipal districts, hereinafter referred to as counties) and townships (towns) are responsible for popularizing compulsory education at all levels.

Education administrative departments at all levels shall, under the leadership of the people's governments at the same level, organize and manage the implementation of compulsory education within their respective administrative areas.

The implementation of compulsory education in industrial and mining areas, agricultural reclamation areas, forest areas and other organizations is guided by the local county-level education administrative departments. Article 6 Schools that undertake the task of compulsory education are: full-time primary schools established or approved by people's governments at all levels, and various forms of simple primary schools, teaching points, classes and groups (hereinafter referred to as primary schools); Full-time ordinary junior high schools, nine-year compulsory education schools, junior secondary agricultural technical schools and junior secondary vocational technical schools (hereinafter referred to as junior high schools); Schools for the blind, schools for the deaf, schools for mentally retarded children, classes for mentally retarded children (hereinafter referred to as special education schools) and work-study schools. Chapter II Education Article 7 All children who have reached the age of six should go to school to receive compulsory education. Where conditions are not met, enrollment can be postponed until the age of seven.

The school age for blind, deaf-mute and mentally retarded children can be appropriately relaxed. Article 8 Schools that implement compulsory education shall send the school-age children and adolescents who should receive compulsory education a notice of admission to their parents or other guardians fifteen days before the start of the new school year.

Parents or other guardians of school-age children and adolescents must send their children or other wards to school in accordance with the requirements of the Notice. Article 9 School-age children and adolescents who need to be exempted from attending school due to loss of learning ability shall apply by their parents or other guardians, and attach the certificate of hospitals at or above the county level (including the county level, the same below), and report to the education administrative department at or above the county level or the township (town) people's government for approval. Tenth school-age children and adolescents need to postpone their studies due to diseases and other reasons, and may postpone their studies for one year with the approval of the schools that implement compulsory education.

If you still can't go to school after the expiration of the semester, you must go through the examination and approval procedures for postponing school again. Article 11 School-age children and adolescents who need to borrow books in non-registered places due to special circumstances may borrow books in accordance with regulations, with the proof of the education administrative department at or above the county level or the township (town) people's government where the household registration is located and the approval of the education administrative department at or above the county level or the township (town) people's government where the borrowing school is located.

Borrowing students go back to their domicile for further study. Twelfth blind, deaf-mute and mentally retarded children should enter special education schools to receive compulsory education, or they can attend ordinary schools. Thirteenth people who have been released from reeducation through labor are under the age of 16 and have not completed compulsory education for a specified number of years in the local area. They must enter school to receive compulsory education, and schools that implement compulsory education should accept them. Article 14 No unit or individual is allowed to recruit school-age children and adolescents who should receive compulsory education.

Literature, art, sports and other units must ensure that their school-age children and adolescents receive compulsory education. Fifteenth schools that implement compulsory education can appropriately collect miscellaneous fees for students who receive compulsory education. The standard of collecting miscellaneous fees shall be stipulated by the provincial people's government.

Children of martyrs and students with special financial difficulties in their families may be exempted from miscellaneous fees as appropriate. Sixteenth boarding junior high schools, special education schools and primary schools in poverty-stricken areas, mountainous areas and pastoral areas can implement the bursary system. Seventeenth school-age children and adolescents who have completed compulsory education for a specified period of time in the local area or have reached the graduation level of compulsory education for a specified period of time ahead of schedule because of their excellent academic performance shall be issued a certificate of completion of compulsory education by the school that implements compulsory education. Chapter III Education and Teaching Article 18 Schools that implement compulsory education must carry out education and teaching activities in accordance with the syllabus formulated by the state and the curriculum plan formulated by the state and provincial education administrative departments. It is forbidden to use teaching materials and teaching AIDS that have not been approved by the state or provincial education administrative departments. Nineteenth schools that implement compulsory education should popularize Putonghua and use standardized characters in education, teaching and other activities.

Ethnic schools that use minority languages to teach should offer Chinese courses in appropriate grades and implement bilingual teaching. Twentieth education and teaching should meet the needs of school-age children and adolescents' physical and mental development.

Corporal punishment, discrimination and insult to students are prohibited. Article 21 The whole society must ensure the normal teaching order of compulsory education schools. No unit or individual may interfere with or destroy educational and teaching activities.
