(1) Office (Office of Education Working Committee of Municipal Party Committee)
Assist bureau leaders in organizing and coordinating the daily work of organs. Responsible for secretarial, archival, confidentiality, reception, security and logistics management services; Responsible for the supervision, work research and information exchange of government inspectors in the education system; To undertake NPC representative's suggestions and CPPCC proposals.
(2) Organization Department (Organization Department of Municipal Education Working Committee)
Responsible for the ideological construction and organizational construction of the party in the city's education system according to management authority. To be responsible for the management of the leading bodies and the construction of the contingent of cadres of the bureaus and directly affiliated units; Responsible for the construction of grass-roots party organizations in municipal schools and private schools and the education management in party member; Responsible for the education and training of cadres in the education system; To guide and coordinate the intellectual work in the education system; Responsible for the overall target assessment of the bureau organs and directly affiliated units; Responsible for the political review of party member cadres going abroad on business and personal reasons; Responsible for the United front work of the city's education system.
(3) Propaganda Law Department (Student Ideological and Moral Education Department)
To be responsible for the propaganda work of the party and state education policies in the city's education system; To study and formulate plans for teachers' professional ethics education and teachers' morality construction in the city; To guide the spiritual civilization construction and ideological and political work of the city's education system; Organize and carry out the "double support and co-construction" activities of the city's education system. To be responsible for drafting the strategic plan of the city's education reform and development, investigating and studying major issues, and organizing the drafting of local laws, regulations and normative documents of the city's education work; Undertaking administrative reconsideration of education and responding to administrative litigation; Guide the legal construction of the education system and run schools according to law. Responsible for the development of the city's school moral education planning, guidance and inspection of the city's students' ideological and moral construction; Organize and guide schools at all levels in the city to implement the opinions of the central, provincial and municipal governments on the ideological and moral construction of minors.
(4) Development Planning Office
To formulate the city's education development plan, annual plan and enrollment plan; Overall planning and guidance of school construction management at all levels; In conjunction with the relevant departments, responsible for the examination and approval of the establishment, merger, renaming and adjustment of kindergartens, primary and secondary schools, vocational schools, municipal universities and correspondence workstations stationed in the economy, and self-study examination aid institutions (including private schools at all levels) according to the prescribed authority; Overall management of the city's educational resources allocation, participate in the examination and approval of the supporting planning scheme of educational facilities in the city's urban construction; Responsible for the layout and structural adjustment of primary and secondary schools in the city; Responsible for the examination and declaration of urban education infrastructure projects in accordance with the prescribed authority, and responsible for the supervision and management of key projects in the education system; Responsible for the city's education statistics.
(5) Pre-school Education Department
Overall management of the city's children (including private children) education. Responsible for the city's preschool education development planning, layout adjustment and system reform; Responsible for the classification of kindergartens (institutes) in the city; Take the lead in formulating measures for the management of kindergarten education and teaching, and check the implementation; Guide the experiment of kindergarten education and teaching reform and the popularization of results.
(6) Department of Basic Education
Overall management of the city's basic education. Organize and guide the implementation of nine-year compulsory education and ordinary high school education, and be responsible for supervision and inspection; Responsible for the educational administration of ordinary primary and secondary schools (including private schools); To be responsible for formulating enrollment policies for primary and secondary schools, and coordinating and organizing their implementation; Responsible for organizing the city's ordinary high school graduation examination; Responsible for ethnic education and special education.
(7) Ministry of Vocational and Adult Education
Overall management of secondary vocational education and adult education in the city. Responsible for the educational administration of subordinate vocational secondary schools (including private schools) and the student status management of secondary vocational schools (including private schools) in the city; Responsible for the professional setting of vocational schools (including private schools) and employment guidance for graduates; Responsible for the management and guidance of the city's community education and related educational institutions, correspondence stations in colleges and universities and self-study examination aid institutions. Responsible for the guidance of adult education society, foreign language society, social force school association and moral education research society.
(viii) Higher Education and Teacher Training Division
Overall management of higher education and normal education in the city. Responsible for the educational administration of directly affiliated universities (including private universities) and normal universities; Responsible for guiding the professional setting and adjustment of municipal colleges and universities; Participate in the development planning, structural adjustment and system reform of higher education; Take the lead in formulating relevant measures for teacher training, and manage the training, training and further education of teachers in various schools in the city; Organize the implementation of continuing education and academic education for teachers in the city.
(9) Department of Sports Health and Art Education
Comprehensive management of physical education, health, art education and characteristic education in various schools; Participate in the formulation of relevant measures and methods for school physical education, health and art education, and check the implementation; Guide schools to carry out educational and teaching reforms in physical education, health, art education and science and technology education; Organize and coordinate students' sports competitions and artistic exchanges; To guide the national defense education in schools, military training for students and the work of popular science bases.
(10) Technical Equipment and School Security Department
Prepare the city's educational technology and equipment work plan, be responsible for the information construction of the education system, carry out experimental teaching and guide the laboratory construction. Responsible for the comprehensive management and stability of social security in the city's education system; To guide and coordinate the safety education in the education system; Responsible for the law enforcement inspection of the city's school-running behavior according to law and the security of large-scale activities.

Compilation of municipal education funds (including the city's education surcharge) annual budget proposal; Overall management of infrastructure special funds and business expenses of directly affiliated units; To guide the accounting work of the education system; Responsible for the management of foreign education aid and education loans; According to the relevant provisions and management authority, responsible for the management of state-owned assets in the education system; Responsible for formulating regulations on the management of education funds and raising funds.
(12) Office of Foreign Exchange and Cooperation
Responsible for the international cooperation and exchange of the city's education system. To guide the management of foreign education experts, teachers and study abroad. To undertake the examination and declaration of the overseas (border) inspection group of the city's education system; Responsible for the employment management of foreign education experts and scholars and the work of educational aid; Guide the propaganda work of the city's education system.
(13) Personnel department

(14) Retired cadres.
To be responsible for the management and service of the retired personnel of the organs, guide the management and service of the retired cadres of the subordinate units, and coordinate the work of the old educators' association.
