Measures of Zhejiang Province on Implementing the Anti-Terrorism Law of People's Republic of China (PRC)
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Anti-Terrorism Law of People's Republic of China (PRC) (hereinafter referred to as the Anti-Terrorism Law) and other relevant laws and administrative regulations, and in light of the actual situation of this province. Article 2 These Measures shall apply to the anti-terrorism work within the administrative area of this province. Third provincial anti-terrorism work leading bodies shall, in accordance with the national anti-terrorism work deployment, uniformly lead and direct the anti-terrorism work in the province.

The leading bodies of anti-terrorism work in cities and counties (cities, districts) with districts shall be responsible for the anti-terrorism work in their own areas under the leadership and command of the leading bodies of anti-terrorism work at higher levels.

Leading institutions of anti-terrorism work should strengthen office construction, establish and improve the normalized working mechanism, and equip necessary staff. The office is responsible for the daily work of the leading organization of anti-terrorism work. Article 4 The people's governments at or above the county level shall incorporate the anti-terrorism work into the national economic and social development planning and peace building, improve the anti-terrorism work mechanism, strengthen the anti-terrorism work infrastructure construction and personnel and equipment guarantee, and incorporate the anti-terrorism work funds into the fiscal budget at the corresponding level. Article 5 Township (town) people's governments and sub-district offices shall, in accordance with the requirements of the people's governments at or above the county level and the leading institutions for anti-terrorism work, incorporate anti-terrorism work into the grid management content, and do a good job in collecting basic information related to anti-terrorism, patrolling social security, investigating potential safety hazards, and conducting publicity and education.

Villagers' committees and residents' committees shall cooperate with the people's governments to do a good job in anti-terrorism work and carry out anti-terrorism publicity and education for villagers and residents in various forms. Article 6 Units and individuals that have made outstanding contributions to reporting information and clues about suspected terrorist activities, or those that have helped prevent and stop terrorist activities, and those that have made other outstanding contributions in anti-terrorism work shall be commended and rewarded in accordance with the relevant provisions of the state and the province. The relevant departments shall, in accordance with the provisions, keep the information of relevant personnel confidential. Chapter II Division of Duties Article 7 The leading agency for anti-terrorism work shall perform the following anti-terrorism duties:

(a) to formulate and organize the implementation of anti-terrorism work plans or plans;

(two) to establish and organize the implementation of the responsibility system for anti-terrorism work, to clarify the member units of the leading institutions for anti-terrorism work and their responsibilities, and to coordinate and urge the member units to implement anti-terrorism intelligence investigation, safety prevention, emergency response, publicity and education;

(3) Organizing and urging relevant departments to establish a linkage and coordination mechanism for counter-terrorism work;

(four) to lead and direct the special anti-terrorism operations and the handling of terrorist incidents in the region;

(5) Formulating and implementing anti-terrorism publicity, education and training programs to raise citizens' awareness of anti-terrorism security and self-help and mutual assistance;

(six) other duties stipulated by the state and the province. Article 8 Public security organs shall perform the following anti-terrorism duties:

(a) to guide and urge the relevant departments to do a good job in anti-terrorism security, and jointly with the relevant departments to guide and urge the management units of key targets to prevent terrorist attacks to implement anti-terrorism security measures;

(two) to carry out daily patrol prevention and control, strengthen the patrol and inspection of key targets;

(three) to carry out the collection, analysis and judgment of anti-terrorism intelligence information;

(four) to carry out the investigation of suspected terrorist activities and terrorist incidents;

(five) to carry out emergency response to terrorist incidents;

(six) other duties stipulated by the state and the province. Ninth transportation management departments shall perform the following anti-terrorism duties:

(a) to guide and urge road and waterway freight operators to implement the safety inspection system, check the identity of customers, carry out safety inspection or unsealing inspection on articles in accordance with regulations, and register the identity of customers and the information of articles;

(two) to guide and supervise the road, water and airport long-distance passenger transport operators to implement the safety inspection system;

(three) to guide and urge the management units of urban rail transit stations, long-distance highway passenger stations, airports, docks and other key targets and the operating units of ships, buses, buses and other public transport vehicles to implement anti-terrorism security measures;

(four) to establish and improve the emergency plan for terrorist incidents, guide and supervise emergency drills, and participate in the handling of terrorist incidents. Article 10 State security organs shall, in accordance with their statutory duties, collect, analyze, judge and investigate suspected terrorist activities. Article 11 Religious affairs departments should strengthen the management of religious affairs involving national interests and social public interests, and prevent extreme activities such as inciting hatred, inciting discrimination and advocating violence by distorting religious teachings or other methods, and prevent terrorist organizations and personnel from using religion to carry out illegal and criminal activities. Article 12 The communication management department shall guide and urge telecom operators to implement the customer identification system, guide and urge telecom operators to carry out monitoring, early warning and disposal of information containing terrorism and extremism, and be responsible for communication guarantee, communication and Internet control in emergency response to terrorist incidents.
