Regulations of Ningxia Hui Autonomous Region on Ethnic Education
Article 1 In order to safeguard and develop ethnic education, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy, the Education Law of the People's Republic of China and other relevant laws and administrative regulations, combined with the actual situation of the autonomous region. Article 2 The term "ethnic education" as mentioned in these Regulations refers to all kinds of education at all levels, mainly school education, for Hui and other ethnic minority citizens within the administrative area of this autonomous region. Article 3 Ethnic education is an integral part of ethnic education and an important part of ethnic work. To develop ethnic education, we must implement relevant laws and regulations and adhere to the principle of combining national education policies with ethnic policies. Article 4 The development of ethnic education must adhere to the principle of separating education from religion. No organization or individual may use religion to carry out activities that hinder the national education system or interfere with the education and teaching of ethnic schools. Fifth people's governments at all levels should adhere to the principle of giving priority to development and giving priority to support, and take special measures to promote the development of ethnic education. Article 6 The education administrative departments of the people's governments at all levels shall be in charge of ethnic education within their respective administrative areas.

The education administrative department of the people's government at or above the county level shall, according to the local actual situation, set up ethnic education institutions or equip full-time personnel to be responsible for ethnic education.

The education supervision departments of the people's governments at all levels shall strengthen the supervision of ethnic education.

The administrative departments of ethnic affairs, finance and personnel of the people's governments at all levels shall, in accordance with their respective responsibilities, cooperate with the administrative departments of education to do a good job in ethnic education. Article 7 Schools of all levels and types in areas where Hui people live in compact communities should strengthen school management, adopt flexible and diverse ways, fully implement quality education, and improve the quality and level of ethnic education. Article 8 The people's governments of cities, counties, municipal districts, townships and towns where Hui people live in compact communities should actively create conditions to gradually popularize nine-year compulsory education. Areas where nine-year compulsory education has been popularized should adopt various forms to develop high school and secondary vocational and technical education. Ninth parents or other guardians of school-age children and adolescents of ethnic minorities must ensure that their children or ward receive compulsory education according to law.

People's governments at all levels shall protect the right of minority school-age children and adolescents to receive compulsory education according to law. Article 10 People's governments at or above the county level shall establish Hui middle schools and primary schools according to the proportion of Hui students. The establishment of Huimin primary school must be approved by the people's government at the county level; The establishment of Huimin middle school shall be approved by the municipal people's government with districts. The establishment of Huimin middle schools and primary schools shall be reported to the education administrative department of the autonomous region for the record.

The establishment of Huimin middle schools and primary schools should be planned as a whole and laid out rationally, so as to facilitate children and adolescents to enter the school nearby.

Hui middle schools can recruit Hui students across school districts. County-level Huimin middle schools should recruit students according to their own administrative regions. Article 11 The people's governments at or above the county level shall set up Hui public middle schools and primary schools with boarding and bursaries as the mainstay in areas where Hui people live in scattered areas with economic difficulties. Hui and other minority students enjoy grants in boarding middle schools and primary schools of Hui nationality in accordance with the relevant provisions of the autonomous region. The subsidy must be paid in full and on time.

Boarding Hui middle schools and primary schools shall reduce or exempt miscellaneous fees and book fees for poor Hui and other minority students. The required funds are solved by the finance of the autonomous region. Article 12 The people's governments at all levels shall strengthen the construction of primary and secondary schools that benefit the Hui people, so as to make them higher than the standards of similar schools stipulated by the autonomous region in terms of school building construction, teaching equipment, teachers' level and funding arrangements, and gradually realize the modernization of school conditions.

Boarding Huimin middle schools approved by the people's government of the autonomous region should gradually reach the level of key middle schools in the autonomous region. Thirteenth Hui middle schools and primary schools should attach importance to the education of excellent cultural traditions of Hui people, offer courses on common sense of ethnic policies, and carry out activities such as ethnic culture, art and traditional sports to enhance students' knowledge and understanding of ethnic minorities. Article 14 Ethnic senior high schools and ethnic classes that are mainly engaged in preparatory education for further studies, based on model ordinary senior high schools and key senior high schools in the autonomous region, may enroll students on the basis of merit in areas inhabited by Hui people. Fifteenth people's governments of cities, counties and municipal districts can take measures such as reducing scores and subsidizing poor students. , and issue indicators in pieces, in order to improve the proportion of middle school Hui students' junior high school education, and gradually adapt it to the proportion of local Hui population. Sixteenth Hui and other minority candidates to participate in ordinary colleges and universities, adult colleges and universities, higher vocational and technical schools, secondary specialized schools and adult secondary specialized schools entrance examination, enjoy the provisions of the state and the autonomous region to reduce the admission score. Gradually increase the proportion of Hui students enrolled in universities and technical secondary schools, so that the proportion of Hui candidates enrolled is close to the proportion of Hui population in the whole region. Seventeenth autonomous regions should take effective measures to develop ethnic preparatory education in colleges and universities, increase investment, gradually improve the conditions for running schools in ethnic preparatory departments and classes, and improve the level of running schools. The enrollment scale of ethnic preparatory classes should be gradually expanded with the expansion of enrollment scale of ordinary colleges and universities in the autonomous region.

Graduates of ethnic preparatory classes and ethnic classes in ordinary colleges and universities in the autonomous region can participate in the unified entrance examination for ordinary colleges and universities in that year. Those who fail to pass the entrance examination for ordinary colleges and universities outside the autonomous region will be admitted by ordinary colleges and universities in the autonomous region. Eighteenth normal colleges and universities in the autonomous region and relevant institutions of higher learning should recruit students in areas where Hui people live in compact communities.

Directional enrollment, giving priority to female candidates under the same conditions.

Directional students should be assigned to directional areas to engage in teaching after graduation, and implement the provisions of the autonomous region on the service period of teachers.
