China faces the dual pressures of safeguarding national sovereignty, security and development interests, and maintaining domestic political security and social stability. Various foreseeable and unpredictable risk factors have obviously increased, and security problems in non-traditional fields have become increasingly prominent. Therefore, it is necessary to formulate a comprehensive, overall and basic national security law to cope with the new situation of national security.
The "Thirteenth Five-Year Plan" outlines that it is necessary to thoroughly implement the overall national security concept and implement the national security strategy. It is necessary to formulate and implement national security policies in key areas such as politics, territory, economy, society, resources and network, safeguard the sovereign security of state power, prevent and resolve economic security risks, and strengthen the construction of the rule of law in national security.
