Since the reform of the non-commissioned officer system in our army, all levels have conscientiously implemented the decision-making instructions of President Hu, the Central Military Commission and the headquarters, and have done a lot of work in strengthening the construction of non-commissioned officers, and achieved remarkable results. Based on their own duties, the majority of non-commissioned officers have worked hard and made important contributions to promoting the all-round construction of the army and completing various tasks led by preparations for military struggle. With the development and changes of the situation and tasks, there are still some contradictions and problems in the construction of non-commissioned officers, such as insufficient selection and control, imperfect training system, inadequate education management, imperfect incentive mechanism and inadequate supporting measures, which have affected the quality of the construction of non-commissioned officers and restricted the improvement of the combat effectiveness of the troops. Further improving the level of non-commissioned officers' team construction is not only an important measure to promote the innovation and development of grass-roots construction according to Scientific Outlook on Development's requirements, but also an inevitable requirement to effectively fulfill our military's historical mission in the new century and new stage.

According to the instructions of the leaders of the Military Commission, on the basis of in-depth investigation and demonstration, the four headquarters organized forces to draft "Several Opinions on Further Strengthening the Construction of Non-commissioned Officers". During the period, the opinions and suggestions of organs and troops were solicited twice and submitted to the grass-roots coordination meeting of the four headquarters for study and discussion. Guided by Scientific Outlook on Development, the Opinions conscientiously implemented a series of important instructions from President Hu, and put forward 20 specific measures and methods from seven aspects around building a contingent of high-quality non-commissioned officers. In view of the problems existing in the selection of non-commissioned officers in some units, the work of strengthening the unified leadership of party committees, making democratic recommendations at the grassroots level, and giving full play to the supervisory role of the discipline inspection commission has been specially standardized; Focusing on improving quality and ability, the organization and implementation methods of non-commissioned officer training, on-the-job learning and skill appraisal are clarified; Focusing on enhancing the effectiveness of non-commissioned officers' education management, we emphasize the establishment of a relatively independent education system, adhere to strict management according to law, and strengthen self-education management; This paper puts forward some concrete measures to build an excellent sergeant party member team from the aspects of strict party member development standards, strengthening advanced construction and improving the working ability of the sergeant party branch. In view of the practical difficulties of non-commissioned officers, this paper puts forward some measures, such as appropriately relaxing the age for non-commissioned officers above the intermediate level to find objects in the resident, perfecting the social insurance system, and doing a good job in housing security.

The "Opinions" also emphasize that all levels should take the construction of the ranks of non-commissioned officers as an important force and a strategic project from the height of promoting the modernization of our army and earnestly fulfilling our military's historical mission in the new century and new stage, clarify their respective responsibilities, strengthen scientific planning, improve policies and measures, pay close attention to the selection and deployment of non-commissioned officers, the use of training, education management and the implementation of service guarantee, and strive to build a ranks of non-commissioned officers with firm political thinking, excellent professional skills, excellent discipline style and good physical and mental quality.
