Universities are not under the control of the Education Bureau. The Education Bureau is mainly responsible for the management of basic education, including primary schools, junior high schools and senior high schools. Universities are directly managed by the Ministry of Education. The Ministry of Education is a part of the State Council, People's Republic of China (PRC), which is mainly responsible for national education, including formulating education policies, planning education development and managing various schools. The main functions of the Education Bureau are to formulate educational development plans and annual work plans, guide and manage all kinds of education at all levels in the county, implement the Party's educational policy, and promote quality education.
