Every student can receive an education from relatively equal, give full play to his special skills and learning potential, and achieve academic success. At present, some economically developed areas in eastern China have basically popularized high school education and entered what we call the balanced stage of primary education, and some are striving to move towards the balanced stage of higher education. However, the vast central and western regions have been or are in the process of tackling the "two basics" and are still in a low-level equilibrium stage, which requires the state to increase its support. At this time, it is still difficult to promote the overall balanced development of basic education, so promoting the balanced development of regional basic education should be an important policy choice.

Any education has three stages of development: elite education, mass education and universal education. As far as basic education is concerned, China has basically popularized nine-year compulsory education. From the stage characteristics of the balanced development of education, the easier stage is the popularization stage. It is the best opportunity to realize the balanced development of education by moving from the popularization stage to the popularization stage and basically achieving the stage goal of popularization.
