Measures of Foshan Municipality on the Safety Management of Delivery Logistics
Article 1 In order to standardize the postal logistics activities in this Municipality, ensure the personal and property safety of citizens and public safety, and promote the healthy development of postal logistics industry in this Municipality, these Measures are formulated in accordance with the Anti-Terrorism Law of People's Republic of China (PRC), the Postal Law of People's Republic of China (PRC), the Anti-drug Regulations of Guangdong Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the administration of public security and safety of delivery logistics activities within the administrative area of this Municipality. Article 3 The term "delivery logistics enterprises" as mentioned in these Measures includes postal enterprises, express delivery enterprises (hereinafter referred to as delivery enterprises) and road freight transport enterprises (hereinafter referred to as logistics enterprises) engaged in receiving, sending, sorting, transporting and delivering parcels, goods and other articles. Article 4 To engage in delivery logistics business activities within the administrative area of this Municipality, a sound security system shall be established, and a security inspection system and a customer identity and article information registration system shall be implemented for delivery and consignment. Article 5 The public security organs shall be responsible for supervising and guiding the delivery logistics enterprises within their respective administrative areas to establish and improve the public security management system, and investigate and deal with acts violating public security management in delivery logistics activities according to law.

Postal administration departments are responsible for the safety management of delivery within their respective administrative areas, and investigate and deal with the acts of delivery enterprises in violation of the safety inspection system and the customer identity and article information registration system according to law.

Public security organs should establish information sharing mechanism with postal administration, transportation and other departments, establish joint law enforcement mechanism, strengthen team building, equip full-time personnel, investigate and deal with violations of postal logistics safety management, popularize postal logistics safety management information system, and provide information technology support for postal logistics enterprises.

National security, transportation, industry and commerce, commerce, customs, safety supervision, inspection and quarantine departments shall, according to their respective functions, do a good job in the safety management of delivery logistics according to law. All relevant government departments should strengthen publicity and popularize the knowledge of logistics safety management. Article 6 Express delivery and logistics industry associations shall strengthen industry self-discipline, provide information, training and other services for member units, and cooperate with relevant departments to do a good job in safety management. Article 7 When consigning or consigning goods, senders and shippers shall abide by the national and provincial regulations on prohibiting or restricting the delivery and transportation of goods, show their true and valid identity documents, and truthfully fill in the information of consigned goods and consignor, shipper and consignee. Article 8 The legal representative or principal responsible person of the delivery logistics enterprise shall bear the following responsibilities for the delivery logistics safety activities of this unit:

(a) to organize the formulation and implementation of the logistics safety education and training plan delivered by the unit;

(two) supervision and inspection of delivery logistics safety work, timely eliminate hidden dangers of accidents;

(three) to organize the formulation and implementation of emergency plans for delivery of logistics safety accidents;

(four) timely and truthfully report the hidden dangers and accidents of delivery logistics to the relevant departments. Article 9 The franchisee shall be responsible for the safety supervision and management of the enterprise engaged in delivery logistics activities by joining. Article 10 A delivery logistics enterprise shall strengthen the construction of safety facilities, install video monitoring equipment in the receiving, mailing, sorting, security inspection and other links and the receiving place of road goods less-than-truckload transportation, and access the information platform of postal administrations or public security organs. The monitoring system shall operate for 24 hours, and the storage period of monitoring data shall not be less than 30 days. Eleventh delivery logistics enterprises should implement the safety knowledge training system for employees, organize no less than 1 time safety training every year, and establish training files. Twelfth delivery logistics enterprises should check and register the identity information of employees, and enter it into the public security management information system of public security organs according to regulations. Article 13 A consignment logistics enterprise shall publish the list of goods that are prohibited or restricted from consignment and transportation, the identification system, the acceptance system, the safety operation norms and other contents in an obvious way in its business outlets, processing centers, distribution centers and the receiving yard of road goods less than one load transportation. Article 14 When consigning goods, a logistics enterprise shall require the consignor and shipper to truthfully fill in the consignment note or waybill, including the name, address and contact information of the consignor, shipper and consignee, the name, type and quantity of the goods, and check the identities of the consignor and shipper.

If the sender or shipper refuses to produce the true and valid identity documents according to the regulations or fails to fill in the delivery waybill or consignment waybill truthfully, the delivery logistics enterprise will not accept it or carry it.

For enterprise customers who have signed a security agreement, the delivery logistics enterprise shall register the valid identity information of the person in charge of the enterprise and the daily main delivery personnel. If registered, you can check the customer's identity information in other effective ways. Fifteenth delivery logistics enterprises shall, in accordance with the requirements of the relevant competent departments, adopt information technology to implement the customer identification system.

The delivery logistics enterprise shall not register the ID number information of the sender and shipper on the circulation page of the delivery waybill or consignment note to prevent the disclosure of personal identity information. Sixteenth delivery logistics enterprises should check the contents of non-mail items delivered by the sender or shipper on the spot. If the shipper refuses to inspect, it shall not be accepted, sent or transported. Seventeenth delivery enterprises should be equipped with safety inspection equipment that meets the national standards and has the function of perspective detection, and arrange personnel with corresponding knowledge and skills to carry out safety inspection on the delivered articles in accordance with the regulations. For the items that have passed the safety inspection, safety inspection marks shall be affixed at prominent positions such as the circulation page of the waybill by means of labeling and sealing.
