For the first time, the Measures regulate on-the-job training, on-the-job training, specialized business training and initial training held by central and state organs with financial funds within three months.
The Measures provide for the establishment of a training plan preparation, examination and approval filing and implementation reporting mechanism. After the annual training plan of each unit is approved by the Party Group (Party Committee) meeting, it shall be reported to the Central Organization Department, the State Civil Service Bureau and the Ministry of Finance for the record. At the same time, all units should submit the implementation of the training plan for the previous year. Improve the internal control and external supervision mechanism, enhance the pertinence and effectiveness of training, and put an end to training without substantive content.
The Measures stipulate that the scope of training fees includes accommodation fees, meals, training venue fees, lecture fees, training materials fees and transportation fees. By strictly defining the scope of training fees and clarifying the contents of expenses, the loopholes of charging official reception fees, conference fees, public banquets and public travel in the name of training are blocked.
The "Measures" stipulate that training fees shall be controlled by comprehensive quota standards. The comprehensive quota standard is the upper limit of training fee expenditure. Training exceeding 15 days shall be controlled according to 80% of the comprehensive quota standard; More than 30 days of training, more than days in accordance with the comprehensive quota standard of 70% control. The training fee shall be borne by the training organizer, incorporated into the departmental budget management, and charged in the daily public funds or special funds of each unit, and arbitrary charges are prohibited.
The "Measures" make six "no" and five "no" prohibitions on training content, meals and activities. , including the prohibition of arranging public travel in the name of training; It is strictly forbidden to organize dinners or arrange banquets in the name of training; It is strictly forbidden to organize high-consumption entertainment and fitness activities; It is strictly forbidden to include official reception fees and conference fees in training fees; It is strictly forbidden to collect training fees and set up a "small treasury"; No high-end suites shall be arranged for training accommodation, and no extra toiletries shall be distributed. At the same time, the Measures also clarified a series of discipline, supervision and inspection measures such as reimbursement link control, publicity and reporting system, and effectively strengthened the control of training fees.
