The preschool normal schools that started in junior high school mainly include Jinan Kindergarten Normal School, Qingdao Kindergarten Normal School, Weifang Kindergarten Special Education Normal School, Zibo Normal College (formerly Zibo Kindergarten Normal School) and Dezhou Lingxian Normal School. There are three-year secondary kindergarten teacher classes and five-year junior college kindergarten teacher classes. In addition, some local secondary vocational schools or vocational high schools also have preschool normal classes.

The starting point of high school is: China Women's University Shandong Branch and Cai Ying Vocational and Technical College in Shandong. It is said that Qufu Normal University, Shandong Education College, Pennsylvania College and Taishan College also enroll students. Shandong Normal University, Dezhou University, Qingdao University Teachers College and other schools have also begun to recruit undergraduate pre-school education. At present, only Shandong Normal University has trained graduate students.

Among them, as far as I know (definitely not comprehensive), there are China Women's University Shandong Branch and Shandong Cai Ying Vocational and Technical College who explicitly call themselves "bilingual kindergarten teachers". The pre-school education major of Shandong Normal University does not train bilingual kindergarten teachers in name, but it has high requirements for foreign language learning. Before graduation, it may have to pass Band 4, and foreign language courses are offered for two years and four semesters.
