In order to effectively strengthen the business training of primary health personnel, vigorously improve the business ability of Chinese medicine, popularize the appropriate technology of Chinese medicine, better provide Chinese medicine services for the people, and give full play to the role of Chinese medicine in deepening the reform of medical and health system, it is decided to hold a training course on appropriate technology of Chinese medicine for primary health personnel in the county.

Through training, we will further improve the basic theoretical knowledge of traditional Chinese medicine and the service ability of appropriate technology of traditional Chinese medicine for rural medical staff, so that professional technicians in community health service centers and township health centers can master more than 5 items of appropriate technology of traditional Chinese medicine 10, rural doctors can master more than 6 items of appropriate technology of dietotherapy and health care, so that appropriate technology of traditional Chinese medicine can be widely used, and the role of traditional Chinese medicine in primary medical services can be fully brought into play and provided to grassroots people nearby.

The training targets are township hospitals (branches), community health service centers (stations), the backbone of Chinese medicine professional and technical services or the person in charge of Chinese medicine service departments; They are all rural doctors.

Holding a training course on appropriate technology of traditional Chinese medicine for grass-roots health personnel in the county is an emergency strengthening measure to solve the outstanding problems such as the serious shortage of professional and technical personnel of traditional Chinese medicine in grass-roots medical and health institutions in the county, the insufficient popularization and promotion of appropriate technology of traditional Chinese medicine, the low overall level of medical personnel's service ability of traditional Chinese medicine, and the failure of clinical business of traditional Chinese medicine to meet the assessment indicators. It is an important guarantee to accelerate the implementation of the task of establishing a demonstration county of traditional Chinese medicine.

The leaders of relevant medical and health institutions must attach great importance to it, unify their thoughts and actions, conscientiously implement it, and resolutely put an end to the phenomenon of buck passing and perfunctory coping.

(2) Reasonable arrangement to ensure practicality. This training is led by Chinese Medicine Unit and Medical Administration Unit, and shared by county hospitals and Chinese medicine hospitals. The lead stock room and the organizer should earnestly shoulder the corresponding responsibilities and tasks, invite or arrange high-quality teachers, carefully select and fully prepare training topics, reasonably arrange theoretical training and clinical practice, ensure that the training content is easy to learn and practical, and really play a training role in improving the service ability of Chinese medicine for primary medical staff.

(3) Strengthen management and strict discipline. Community health service centers and township hospitals are responsible for organizing the trainees of their own units and regions to participate in the training on time, and are never allowed to evade the training for any reason. Units and individuals who are poorly organized, have not received proper notice, refuse to participate in training, and are not serious about training shall first be seriously investigated for the main leadership responsibilities of their competent units. It is necessary to implement the system of daily attendance, class roll call and final examination. During the training period, all students are not allowed to take leave or be absent.

If it is really necessary to ask for leave under special circumstances, it must be reported to the leaders in charge of the Health Bureau for approval. After the training, the office of the lead unit and the organizer should carefully summarize the teaching situation, attendance and training effect, and form a summary. Those who have not participated in the training or the training effect is not satisfactory shall be ordered to re-participate in the intensive training.
