The term "safety inspectors" as mentioned in the preceding paragraph refers to the safety production inspectors and coal mine safety inspectors who are engaged in safety supervision and administrative law enforcement and sent by the safety production supervision and management departments of the people's governments at or above the county level and coal mine safety supervision institutions at all levels; Employees of production and business operation entities refer to the principal responsible persons, safety production management personnel, special operators and other employees of production and business operation entities; Relevant personnel engaged in production safety refer to teachers engaged in safety education and training, registrants of hazardous chemicals registration agencies, personnel undertaking safety evaluation, consultation, testing and inspection, registered safety engineers, emergency rescue personnel in production safety, etc. Article 4 The principles of unified planning, centralized management, graded implementation, classified guidance and separation of teaching and examination shall be applied to safety training.
State administration of work safety (hereinafter referred to as the State Administration of Work Safety) guides the national safety training, and supervises and manages the national safety training according to law.
The State Administration of Coal Mine Safety (hereinafter referred to as the State Administration of Coal Mine Safety) guides the national coal mine safety training, and supervises and manages the national coal mine safety training according to law.
The National Safety Production Emergency Rescue Command Center guides the national safety production emergency rescue training.
The safety production supervision and management departments of the local people's governments at or above the county level shall supervise and manage the safety training work within their respective administrative areas according to law.
Departments in charge of coal mine safety training of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and provincial coal mine safety supervision institutions (hereinafter referred to as provincial coal mine safety training supervision institutions) shall, according to their respective functions and duties, supervise and manage coal mine safety training in their respective regions according to law. Fifth safety training institutions should have the necessary conditions to engage in safety training. Safety training institutions engaged in the production, management and storage of dangerous goods, as well as the training of the main persons in charge of mines and metal smelting units, safety production management personnel, special operations personnel and registered safety engineers, etc., shall report the situation of teachers, teaching and practice facilities in writing to the local safety production supervision and management departments and coal mine safety training and supervision institutions.
Social organizations related to production safety shall, in accordance with laws, administrative regulations and articles of association, provide safety training services for production and business units, implement self-discipline management of safety training institutions, and promote the improvement of safety training level. Chapter II Safety Training Article 6 Safety training shall be conducted in accordance with the prescribed safety training outline.
Safety training plans for safety supervisors, main leaders of production, management and storage units of dangerous goods and non-coal mines and metal smelting units, safety production management personnel, special operations personnel and relevant personnel engaged in safety production work shall be formulated by the State Administration of Work Safety.
The training plan for the main person in charge of coal mining enterprises, safety production management personnel and special operations personnel shall be organized and formulated by the State Administration of Coal Mine Safety.
In addition to the production, management and storage units of dangerous goods and mining and metal smelting units, the safety training plans of the principal responsible persons, safety production management personnel and other employees of other production and business units shall be organized and formulated by the provincial safety production supervision and management departments and provincial coal mine safety training and supervision institutions. Article 7 The State Administration of Work Safety and the provincial safety production supervision and management departments regularly organize the selection of excellent safety training materials.
Safety training institutions should give priority to the use of excellent safety training materials. Article 8 The State Administration of Work Safety shall be responsible for the training of production safety inspectors of production safety supervision and management departments at or above the provincial level and coal mine safety inspectors of coal mine safety supervision institutions at all levels.
The provincial safety production supervision and management department is responsible for the training of safety production supervisors in the safety production supervision and management departments of cities and counties.
The safety training of employees in production and business units shall be the responsibility of the production and business units.
Safety training for personnel registered in hazardous chemicals registration institutions, personnel undertaking safety evaluation, consultation and inspection, registered safety engineers and emergency rescue personnel in production safety shall be conducted in accordance with the provisions of relevant laws, regulations and rules. Article 9 For the safety training of employees, the production and business operation entities with safety training conditions shall concentrate on independent training, or may entrust institutions with safety training conditions to carry out safety training.
Production and business units that do not have safety training conditions shall entrust institutions with safety training conditions to conduct safety training for employees.
Where a production and business operation entity entrusts other institutions to conduct safety training, the entity shall be responsible for ensuring safety training.
