Interim provisions on the training of people's police in public security organs
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the People's Police Law of the People's Republic of China, the Regulations on Police Ranks in People's Republic of China (PRC) and the Provisional Regulations on State Civil Servants in order to establish and improve the training system for the people's police in public security organs. Article 2 The training of the people's police of public security organs shall be guided by Marxism–Leninism, Mao Zedong and Deng Xiaoping's theory of building Socialism with Chinese characteristics, adhere to the principle of combining theory with practice, and combine political education with professional education, and always implement the education of world outlook, outlook on life and integrity, and strive to improve the overall quality and combat effectiveness of the team. Article 3 Public security organs at all levels and people's police schools shall organize and implement training in accordance with these Provisions. Article 4 The people's police of public security organs must receive training in accordance with these Provisions. People's police posts, appointments, promotion of police ranks and positions must be trained, and the training results and assessment are recorded in my files as an important basis for posts, appointments, promotion of police ranks and positions. Those who fail the training shall not be employed, and shall not be awarded professional titles or promotion. Article 5 The people's police shall participate in and receive training, and their salaries and welfare benefits shall remain unchanged. Chapter II Types of Training Article 6 The people's police training of public security organs is divided into initial training for newly recruited people's police, promotion training for police ranks, specialized business and post training, and knowledge and skills updating training. According to the posts and police ranks of the people's police, advanced training, intermediate training and primary training are implemented. Article 7 Advanced training includes promotion training for police supervisors to be promoted to Commissioner posts, promotion training for personnel at department (bureau) level, professional business and post training for personnel at department (bureau) level and Commissioner level, and knowledge and skills updating training. Article 8 Intermediate training includes the promotion training of police supervisors to police supervisors and those who are promoted to departmental posts, professional business and on-the-job training, and the updating training of departmental police supervisors' knowledge and skills. Article 9 Primary training includes initial training for newly recruited people's police, promotion training for promotion to department-level posts, professional business and post training below the first-level superintendent, and knowledge and skills updating training.

Graduates of the People's Police School are not allowed to participate in the initial training of the newly recruited people's police. Tenth police rank promotion and job promotion training, according to the need, can be combined. Chapter III Training Courses and Time Article 11 The main courses of initial training for newly recruited people's police are: basic theoretical knowledge of politics, basic knowledge of law, basic knowledge of public security business and police physical training. The intensive training time is not less than 4 and a half months. Article 12 The main courses of police rank promotion and post promotion training are: political theory, laws and regulations, administrative management, public security management, leadership, public security work research and police physical training. The intensive training time shall not be less than 1 month and a half. Thirteenth specialized business and job training courses, according to the actual needs of special work, the training time is not less than 0.5 months, and the training of political security, public security, criminal investigation, pre-trial and science and technology departments is not less than 2 months. Fourteenth knowledge and skills training courses and time, according to the needs of the situation and tasks. Article 15 Advanced training uses textbooks uniformly compiled or designated by the Ministry of Public Security, intermediate training uses textbooks uniformly compiled by the Ministry of Public Security, and primary training uses textbooks uniformly compiled by the Ministry of Public Security. Chapter IV Training Management Article 16 The training of the people's police shall be managed at different levels. Advanced, intermediate and primary training are organized and managed by the Ministry of Public Security, the public security bureaus (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government and the public security bureaus (bureaus) of all localities (cities). Article 17 The Ministry of Public Security directs, coordinates and manages the training of the people's police of public security organs throughout the country, organizes the formulation of training laws and regulations, overall training plans, training teaching plans, training outlines and training work evaluation plans, and compiles training textbooks. Article 18 The public security departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government shall guide, coordinate and manage the training work of the people's police of the provinces, autonomous regions and municipalities directly under the Central Government, formulate training implementation plans and organize training work according to the overall training plan formulated by the Ministry of Public Security and local conditions. Schools that do not have training qualifications cannot undertake training tasks. Article 21 The Ministry of Public Security and the public security departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government shall respectively organize the evaluation of the training of the people's police and reward them according to the evaluation results. Chapter V Training Schools and Tasks Article 22 Institutions of higher learning affiliated to the Ministry of Public Security mainly undertake the advanced training of the people's police of public security organs throughout the country and other trainings organized by the Ministry of Public Security. At the same time, it undertakes the intermediate training and primary training of the organs and directly affiliated units of the Ministry of Public Security. Article 23 The people's police schools affiliated to the public security departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government mainly undertake the intermediate training of the people's police of local public security organs and other trainings organized by the public security departments (bureaus). At the same time, undertake the primary training of the public security department (bureau) organs and their directly affiliated units.
