Article 1 In order to strengthen the management of coal safety production in our province and promote the healthy development of the coal industry, these measures are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation in our province. Article 2 These Measures shall apply to enterprises that have legally obtained the mining right of coal resources within the administrative area of our province. Article 3 The coal administrative departments of the people's governments at all levels and the departments responsible for the management of the coal industry (hereinafter referred to as the coal administrative departments) are the competent departments for safety technical training. Responsible for organizing the safety technical training for employees in the coal industry, and supervising and inspecting the safety technical training. Article 4 The qualification grade of coal safety technical training institutions shall be examined and approved by the competent department of coal industry of the provincial people's government. Fifth coal industry safety work should adhere to the principle of "equal emphasis on equipment, management and training", strengthen training, hierarchical management, unified standards, assessment and certification. Article 6 The competent department of coal industry shall be responsible for organizing the training of mine managers, and shall be responsible for examination and certification at different levels.

Mine managers of state-owned local coal mines are trained by professional training institutions entrusted by the competent department of coal industry of the provincial people's government. Those who pass the examination shall be awarded the "People's Republic of China (PRC) Mine Manager Qualification Certificate" by the competent department of coal industry of the provincial people's government.

The mine manager (legal representative) of a township coal mine is trained by a professional training institution entrusted by the regional administrative office and the competent department of coal industry of the state (city) people's government, and if he passes the examination, he shall be issued by the competent department of coal industry of the regional administrative office and the state (city) people's government or be authorized by the competent department of coal industry of the county-level people's government to issue the People's Republic of China (PRC) Mine Manager Qualification Certificate.

The examination and issuance of "Safety Qualification Certificate for Mine Managers in Guizhou Province" shall be carried out according to the document No.40 [1995]. Seventh gas inspectors, coal winning machine drivers and other coal mine special operations personnel are trained by coal professional training institutions, and the assessment and certification are graded:

If the special operators in state-owned key coal mines and provincial coal mines pass the training and examination, the competent department of coal industry of the provincial people's government shall issue the operation qualification certificate for special operators in coal mines.

State-owned county-level coal mine special operations personnel who have passed the training and examination shall be awarded the operation qualification certificate of coal mine special operations personnel by the regional administrative office and the competent department of coal industry of the state (city) people's government.

Township coal mine special operators who have passed the training and examination shall be awarded the operation qualification certificate by the competent department of coal industry of the people's government at the county level. Eighth problems in the specific application of these measures shall be interpreted by the competent department of coal industry of the provincial people's government. Article 9 These Measures shall come into force as of the date of promulgation.
