Relevant departments should strengthen the macro-control of the enrollment scale and structure of art majors in colleges and universities, strengthen the evaluation and guidance of running colleges and universities, and reduce or stop recruiting majors with insufficient social demand and low training quality.

According to the policy, the enrollment of art majors in colleges and universities adopts the examination and evaluation method of "cultural quality+professional ability". Among them, the cultural quality uses the test results of the college entrance examination cultural course; Professional ability to use the results of the art professional ability examination (including provincial unified examination and specialist unified examination). According to the implementation plan, from 2024, the enrollment of art majors in our province will be divided into seven categories: art design, music, dance, calligraphy, performance, broadcasting and hosting, and drama.

Among them, our province organizes professional provincial-level unified examinations in six subjects: art design, music, dance, calligraphy, performance (guidance), broadcasting and hosting. Improve the subjects and contents of the provincial unified examination, and formulate the examination specifications and examination instructions for each major of the provincial unified examination. Strengthen hierarchical management, improve the presentation of grades, enhance the degree of examination discrimination, and meet the selection needs of different levels and types of colleges and universities.

In principle, the enrollment of art majors in colleges and universities should put forward clear requirements for the results of provincial unified examinations. For opera majors with fewer students or difficulties in organizing examinations, they are implemented through inter-provincial joint examinations, inter-school joint examinations or "separate examinations".

From 2024, all art majors in colleges and universities will organize test sites at the school location according to the requirements of the Ministry of Education, and no inter-provincial test sites will be set up; Strictly control the number of on-site school examinations, in principle, no more than 6 ~ 8 times of the enrollment plan of related majors. Colleges and universities that enroll students in violation of regulations will be dealt with seriously according to the circumstances until their qualifications for school examinations are stopped.

In terms of examiner selection mechanism, the implementation plan emphasizes further improving the examiner information database of art majors and gradually sharing it with other provinces and universities. Under the overall guidance of the Ministry of Education, optimize the composition of examiners, gradually increase the number of examiners, and expand the proportion of people outside the province. Strictly implement the declaration system for the special relationship between examiners and candidates in art professional examinations, and all examiners and candidates who have interests such as guidance, guidance or relatives within the specified time shall declare according to the regulations.

And strictly implement the avoidance system and the "blacklist" system for those who violate the rules. The marking personnel who conceal, falsify or violate the rules and regulations are included in the "blacklist" and are not allowed to participate in the college entrance examination for life.
