Civil aircraft maintenance personnel license (hereinafter referred to as maintenance personnel license) includes basic part and model part. The applicant for the maintenance personnel license passed the examination and obtained the basic part of the maintenance personnel license. The basic part of the maintenance personnel license can be issued without the signature of the model. The applicant who applies for the demonstration part of the maintenance personnel license shall first obtain the basic part of the maintenance personnel license.

To apply for the basic part of the civil aircraft maintenance personnel license, the following conditions shall be met:

Provisions on nationality registration of civil aircraft

Chapter I General Provisions

Article 1 In order to strengthen the nationality management of civil aircraft, ensure the safety of civil aviation activities and maintain the order of civil aviation activities, these Provisions are formulated in accordance with the Regulations of People's Republic of China (PRC) on the Registration of Civil Aircraft Nationality.

Article 2 The term "aircraft" as mentioned in these Provisions refers to any flying apparatus that can obtain support by air reaction in the atmosphere and be driven by the crew, including fixed-wing aircraft, rotary-wing aircraft, manned balloons, airships and other flying apparatuses recognized by the Civil Aviation Administration of China (hereinafter referred to as CAAC).

Article 3 The term "civil aircraft" as mentioned in these Provisions refers to aircraft performing tasks other than military, customs and police duties.

Article 4 A civil aircraft flying within the territory of People's Republic of China (PRC) shall have the prescribed nationality mark, registration mark or temporary registration mark, and carry the nationality registration certificate or temporary registration certificate.

Article 5 The following civil aircraft shall register their nationality in accordance with these Provisions:

(1) Civil aircraft of state organs in People's Republic of China (PRC) and China;

(2) Civil aircraft of an enterprise as a legal person established in accordance with the laws of People's Republic of China (PRC);

(3) Civil aircraft of China citizens who have their domicile or principal business office in People's Republic of China (PRC);

(4) Civil aircraft of institutions established in accordance with the laws of People's Republic of China (PRC);

(5) Other civil aircraft registered by the Civil Aviation Administration.

A civil aircraft leased from abroad may apply for registration of People's Republic of China (PRC) nationality if the lessee meets the provisions of the preceding paragraph and the crew of the civil aircraft is equipped by the lessee; However, the original nationality registration of the civil aircraft must be cancelled first.

Article 6 After being registered according to law, a civil aircraft acquires People's Republic of China (PRC) nationality, which is governed and protected by the laws of People's Republic of China (PRC).

Article 7 The Civil Aviation Administration shall be in charge of the nationality registration of people and civil aircraft in China, and set up a nationality register of people and civil aircraft in China to uniformly record the nationality registration items of civil aircraft.

Article 8 A civil aircraft shall not have dual nationality. Chapter II Registration of Nationality

Article 10 When applying to the Civil Aviation Administration for the nationality registration of China people and civil aircraft, the owner or possessor of civil aircraft conforming to Article 5 of these Provisions (hereinafter referred to as the applicant) shall truthfully fill in the application for nationality registration of civil aircraft in the format prescribed by the Civil Aviation Administration and submit the following documents:

(1) Documents proving the legal identity of the applicant;

(2) Purchase contracts and handover documents as proof of ownership of civil aircraft, or lease contracts and handover documents as proof of possession of civil aircraft;

(3) A certificate that the nationality has not been registered in a foreign country or that the foreign nationality has been revoked;

(4) Other relevant documents required by CAAC.

Article 11 The Civil Aviation Administration shall, within 7 working days from the date of receiving the application for nationality registration of civil aircraft, examine the application and relevant supporting documents; Upon examination, those who meet the requirements of these Provisions shall register the civil aircraft in the People's Republic of China (PRC) Civil Aircraft Nationality Register and issue the People's Republic of China (PRC) Civil Aircraft Nationality Registration Certificate to the applicant. The validity period of the civil aircraft nationality registration certificate shall be from the date of issuance to the date of change or cancellation of registration.

Article 12 The CAAC shall specify the following items in the civil aircraft nationality register:

(1) Nationality marks and registration marks of civil aircraft;

(2) the name of the manufacturer of the civil aircraft;

(3) Model of civil aircraft;

(4) The factory number of the civil aircraft;

(5) The name and address of the owner of the civil aircraft;

(6) The name and address of the crew of the civil aircraft;

(7) Date of registration of civil aircraft;

(8) The name of the issuer of the civil aircraft nationality registration certificate;

(nine) change the date of registration;

(ten) the date of cancellation of registration.

Thirteenth civil aircraft nationality registration certificate shall be placed in a prominent position of civil aircraft for inspection.

Article 14 A civil aircraft with People's Republic of China (PRC) nationality shall apply to the Civil Aviation Administration for registration of change in any of the following circumstances:

(1) the change of the owner or address of the civil aircraft;

(2) the change of the owner or address of the civil aircraft;

(3) Other circumstances requiring registration of change as stipulated by the Civil Aviation Administration.

The applicant shall fill in the application for registration of change of civil aircraft in the format prescribed by the Civil Aviation Administration, submit relevant supporting documents and return the original civil aircraft nationality registration certificate. The Civil Aviation Administration shall, within 7 working days from the date of receiving the application for registration of change of nationality of civil aircraft, review the application and relevant supporting documents; Upon examination, those who meet the requirements of these Provisions shall be registered in the Civil Aircraft Nationality Register of People's Republic of China (PRC), and a certificate of registration of the changed civil aircraft nationality shall be issued.

Article 15 A civil aircraft that has obtained People's Republic of China (PRC) nationality shall apply to the Civil Aviation Administration for cancellation of registration under any of the following circumstances:

(1) The ownership of the civil aircraft has been transferred overseas according to law, and an export airworthiness certificate has been obtained;

(2) The civil aircraft ceases to be used or scrapped;

(3) The civil aircraft has crashed or disappeared, and the search has stopped;

(4) The civil aircraft lease contract that complies with the second paragraph of Article 5 of these Provisions is terminated;

(5) Other circumstances requiring cancellation of registration as stipulated by the Civil Aviation Administration.

The applicant shall fill in the application for cancellation of registration of civil aircraft in the format prescribed by the Civil Aviation Administration, submit relevant supporting documents and return the original certificate of nationality registration of civil aircraft, except in the case of item (3) of the preceding paragraph of this article. The Civil Aviation Administration shall, within 7 working days from the date of receiving the application, review the application form and relevant supporting documents; Upon examination, if it meets these provisions, the nationality registration of the civil aircraft shall be cancelled. Where a civil aircraft cancels its nationality registration, it shall cover the nationality mark and registration mark on the aircraft.

Article 16 Where the civil aircraft nationality registration certificate is lost or defaced, it shall apply to the Civil Aviation Administration for a replacement or renewal of the civil aircraft nationality registration certificate in accordance with the provisions of Article 10 of these Provisions, and submit relevant explanatory materials. The Civil Aviation Administration shall, within 7 working days from the date of receiving the application, review the application and related materials; Upon examination, the civil aircraft nationality registration certificate shall be renewed or reissued.

Article 17 Where a civil aircraft is exported, the applicant may apply to the Civil Aviation Administration to issue a certificate to the importing country that the aircraft has not registered its nationality or has cancelled its nationality registration.

Article 18 The applicant shall pay the registration fee in accordance with the provisions of the Civil Aviation Administration and the national competent price department when handling the nationality registration, change registration, cancellation registration and temporary registration of civil aircraft.

Article 19 The nationality registration certificate of a civil aircraft shall not be altered, forged or transferred.

Chapter III Nationality Marks and Registration Marks

Article 20 The nationality symbol of China people and civil aircraft is Roman capital letter B.

Article 21 The registration marks of China people and civil aircraft shall be Arabic numerals, Roman capital letters or their combinations.

Article 22 The nationality mark of China people and civil aircraft shall be placed before the registration mark, and a short horizontal line shall be added between the nationality mark and the registration mark.

Article 23 A civil aircraft that has acquired People's Republic of China (PRC) nationality shall be painted with the prescribed nationality mark and registration mark, or attached to the aircraft in other ways that can maintain the same durability and be clearly visible.

Chapter IV Identification of Civil Aircraft

Article 24 The positions of nationality marks and registration marks on civil aircraft shall meet the following requirements:

(1) Fixed-wing aircraft-two sides of the vertical tail (if there are multiple vertical tails, they should be on two outer sides), the upper surface of the right wing and the lower surface of the left wing on both sides of the fuselage or between the wing and the tail;

(2) rotorcraft-located on both sides of tail beam or vertical tail;

(3) Airships-located on the upper surface of the right horizontal stabilizer, the lower surface of the left horizontal stabilizer and both sides of the lower half of the vertical stabilizer;

(4) Manned balloons-symmetrical parts located at both ends of the horizontal maximum circumferential diameter on the surface of the sphere.

Where an aircraft has a special configuration and the position of its nationality mark and registration mark does not conform to the provisions of the preceding paragraph of this article, it shall be located in a position where it is easy to identify the aircraft.

Article 25 The font and size of nationality marks and registration marks on civil aircraft shall meet the following requirements:

(a) letters, numbers and short horizontal lines (hereinafter referred to as words) are composed of solid lines without decoration;

(2) Except for short horizontal lines, the height of each character on the wing is not less than 50 cm, and the height of each character on the fuselage, vertical tail, tail beam, airship and balloon is not less than 30 cm;

(3) Except the number 1 and the letter I, the word width and short horizontal line length of each word are two-thirds of the word height;

(4) The stroke width of each character is one sixth of the height of the character;

(five) the interval between every two words is not less than a quarter of the word width and not more than three quarters of the word width.

Where the font or font size of the nationality mark and registration mark on a civil aircraft does not conform to the provisions of the preceding paragraph of this article, it shall be approved by the Civil Aviation Administration.

Article 26 Signs on both sides of a civil aircraft shall be symmetrical in position, with the same font and size. The top of letters and numbers on the wing or horizontal stabilizer should face the leading edge and be equidistant from the leading edge and the trailing edge. The colors of the nationality mark and the registration mark should be in sharp contrast with the background color, and should be kept complete and clear.

Article 27 No unit or individual may spray or paste patterns, marks or symbols easily confused with nationality marks and registration marks on civil aircraft.

Spraying the logo of National Flag of the People's Republic of China and CAAC and the words "China Civil Aviation" on civil aircraft shall comply with the provisions of CAAC.

Article 28 A civil aircraft shall be marked with its owner or owner's name and logo in accordance with the following provisions:

(1) name should be painted on both sides of the aircraft, and fixed-wing aircraft should also be painted on the lower surface of the right wing and the upper surface of the left wing.

(2) the mark is sprayed on the vertical tail of the aircraft; If the aircraft does not have a vertical tail, it should be sprayed at an appropriate position in accordance with the provisions of the Civil Aviation Administration.

The name mentioned in this article refers to the legal name or abbreviation of the owner or possessor of a civil aircraft.

Article 29 The owner or the owner's sign of a civil aircraft shall not be confused with the signs of other institutions. The owner or user of a civil aircraft shall report the engineering drawings (side view, top view and bottom view) and the color drawings or photos of the external spraying scheme of each type of aircraft to the Civil Aviation Administration for the record.

Article 30 A civil aircraft that has acquired the nationality of People's Republic of China (PRC) shall carry an identification plate engraved with the nationality mark and the registration mark. The signboard should be made of refractory metal or other refractory materials with suitable physical properties, and should be fixed in a prominent position in the aircraft near the main door.

Chapter V Temporary Registration

Article 31 For a civil aircraft that has not obtained the nationality registration certificate of the civil aircraft, the applicant shall, within 30 days before performing the following flights, truthfully fill out the application form in the format prescribed by the Civil Aviation Administration, and submit relevant supporting documents to the Civil Aviation Administration to apply for temporary registration:

(1) Verification test flight and production test flight;

(2) flying;

(3) Transferring flights for delivery or export;

(4) Other necessary flights.

The applicant mentioned in the preceding paragraph refers to the manufacturer or seller of civil aircraft or other applicants recognized by the Civil Aviation Administration.

If the CAAC grants temporary registration, it shall determine the temporary registration mark and issue a temporary registration certificate. The temporary registration certificate is valid within the prescribed time limit.

Article 32 In accordance with the provisions of Chapter IV of these Provisions, the aircraft shall be marked with temporary registration marks. When a civil aircraft that has obtained a temporary registration mark is exported, the temporary registration mark can be pasted on the civil aircraft with easily removable materials, and should completely cover the foreign nationality mark and registration mark that the foreign party requires to be sprayed in advance.

Article 33 A civil aircraft holding a temporary registration mark shall not engage in flight activities other than the first paragraph of Article 31 of these Provisions.

Chapter VI Legal Liability

Article 34 In violation of Articles 4, 19 and 33 of these Provisions, the Civil Aviation Administration or its authorized regional administration may prohibit the civil aircraft from taking off if it fails to carry the required nationality registration certificate or temporary registration certificate.

In any of the following circumstances, the Civil Aviation Administration or its authorized regional administration may give a warning; Those who use civil aircraft to engage in business activities may be fined less than 3 times the illegal income (up to 30,000 yuan), and those who have no illegal income may be fined less than 1 10,000 yuan; Those who use civil aircraft to engage in non-business activities may be fined 1000 yuan:

(1) Forging, altering or transferring the nationality registration certificate of a civil aircraft in violation of Article 19 of these Provisions;
