Provincial government leaders have repeatedly stressed that the University Science Park is not only a matter of Shandong University [4], but also a major event of Shandong's economic development. [5] They instructed relevant departments to give key support in funds and policies, and formulated a series of documents and regulations to support university science parks and high-tech industrialization. The Jinan Municipal Government and Jinan High-tech Zone have also formulated policies and supporting measures to give preferential support to the University Science Park.

In July, 2003, the Steering Committee of National University Science and Technology Park evaluated the Science and Technology Park of our university. Shandong Provincial Government attached great importance to it, and Vice Governor Wang Junmin and relevant provincial departments attended the evaluation forum and report meeting. The expert group headed by Mr. Jiang Zhongle fully affirmed the development of Shandong University's Shandong Science and Technology Park, and especially pointed out that the strong support of Shandong provincial government promoted the construction and development of Shandong University Science and Technology Park.

At the same time, Jinan High-tech Zone invested1.70 billion yuan to build a well-equipped and well-equipped university science park, covering an area of 1.65 mu and a total construction area of 1.29 million square meters, providing preferential treatment for graduates of Shanda Science Park or technology enterprises of other universities and scientific research institutions.

Strengthen infrastructure construction

In the past three years, the Science Park has increased its investment in infrastructure construction, with a cumulative investment of more than 200 million yuan. The Science Park Pioneer Park around the campus has been built and put into use with an incubation area of 70,000 square meters, with nearly 100 incubation enterprises and intermediary service enterprises. The industrial park located in Jinan High-tech Zone, covering an area of 1.20 mu, has been basically completed with a construction area of 68,000 square meters. Six well-known enterprises, such as Shanda Walter and Shanda Luneng, have partially or completely moved to industrial parks for development. The basic conditions of communication, transportation, water, electricity, steam and heating in the Science Park have been put in place, the main body of the construction has provided high-level and all-round property management, and the entrepreneurial environment conditions have been greatly improved.

In order to further improve the service system of the University Science Park, we adopt preferential policies to attract and rely on the two modes established by the Science Park to set up intermediary service institutions of the Science Park, covering the fields of enterprise financing, asset evaluation, entrepreneurship consultation, legal services, property rights transaction intermediary and so on. The development of intermediary services has created favorable conditions for the healthy development of science parks. For example, relying on intermediaries to carry out business consulting and talent training in science and technology parks, investing in the establishment of Shandong Technology Property Exchange Center, signing a comprehensive cooperation agreement with banks, and providing financial support or consulting services for enterprises entering the park.

In the past three years, a number of scientific and technological achievements have been transformed in the science park, and many scientific and technological enterprises have hatched and grown in the science park. By the end of 2003, more than 80 enterprises have settled in the Science Park, and the enterprises in the Park have achieved sales income of 500 million yuan in the past three years, with an annual growth rate of over 20%.

The Science Park has strengthened the construction of information network and provided information service platform for entrepreneurs and small and medium-sized enterprises. It has realized the online publishing of incubating enterprise information, scientific and technological projects, investment promotion and recruitment, and management service information.

On May 15, 2009, Shandong University signed an agreement with Jining City to build Jining Branch of National University Science Park of Shandong University in Jining City. It represents the official launch of Jining Branch Park.

Transformation of scientific and technological achievements and enterprise incubation

While strengthening infrastructure construction, the Science Park pays attention to improving innovation ability and creating an innovation environment. [7] According to the development law of start-ups, the Science Park will build an incubator system that is conducive to the development of high-tech enterprises in a hierarchical and step-by-step manner. Constantly expand the opening of scientific and technological resources in schools to provide intellectual support for entrepreneurs and entrepreneurial enterprises; Insist on opening the park, cultivate diversified investors and actively seek joint ventures and cooperation with social enterprises; Establish and introduce intermediary service agencies in various modes to reduce the incubation cost and improve the incubation success rate; Carry forward the spirit of innovation and entrepreneurship, promote the integration of university culture and corporate culture, and support teachers and researchers to innovate and start businesses in science parks.

According to the different characteristics of enterprises in the initial stage, growth stage and maturity stage, the Science Park provides targeted support measures and services. For start-ups, the Science Park aims at reducing the incubation cost and improving the success rate of starting a business, assisting entrepreneurs to handle industrial and commercial and tax registration procedures, hosting personnel and finance for enterprises, and helping enterprises to formulate rules and regulations and development plans. For growth-oriented enterprises, the Science Park mainly provides entrepreneurial space with complete functions and equipment, makes use of the intellectual resources of the school to solve problems in technology, management and market in time, and provides entrepreneurial services in financing, market and technology for enterprises. For mature enterprises, science parks mainly assist enterprises in reorganization and integration, and at the same time provide large-scale industrialization sites for enterprises and build public facilities to meet the needs of high-tech enterprises.

Shandong University Science Park regards scientific and efficient incubation system and improving enterprise incubation ability as the core content of the construction and development of science park [8]. With the support of enterprise incubation seed fund and venture capital, a number of scientific and technological achievements have been transformed in the science park, and the incubation ability of enterprises has been continuously improved. At present, a number of projects have been selected for industrial transformation, such as crop seed improvement technology, A- BT, hydro-pneumatic technology and product development, and medical infusion sets, all of which are independent projects. Up to now, there are 9 incubating enterprises 19 in Shandong University Science Park, and 5 have graduated (including listed enterprises 1 family), among which high-tech enterprises account for more than 90%.

Improve innovation

For mature enterprises, science parks mainly assist enterprises in reorganization and integration, and at the same time provide large-scale industrialization sites for enterprises and build public facilities to meet the needs of high-tech enterprises.

Under good environmental conditions, the technological innovation ability and industrialization ability of enterprises in the park have been continuously improved. Professor Zou Zengda of Shandong Shanda Weide Welding Co., Ltd. invented the new technology of double-core (wire) single arc welding and applied for the national invention patent, which reached the international advanced level. At present, based on the industrial production of welding equipment, the company has successfully intervened in the research and development of new welding materials and welding material production equipment, and strived to realize the diversification and serialization of products. Professor Liu Zhiyu of Shandong Shanda Kanglian Pharmaceutical Development Co., Ltd. has been engaged in the research of drugs for treating hepatitis for many years, and one of his achievements has won the national patent for drug invention. The pathological test, virus test and animal experiment have achieved good results, and he is going to declare the national new Chinese medicine.

Planning and assumption

From June 5 to 10, 2003, the Ministry of Science and Technology and the Ministry of Education held the second national conference on university science parks in Wuhan. Minister Xu Guanhua and Minister Zhou Ji delivered important speeches, pointing out the development direction of university science park:

First, firmly establish the guiding ideology of "positive development" and realize the rapid development of science and technology parks;

Second, firmly establish the guiding ideology of "standardized management" to realize the healthy development of science and technology parks;

Third, firmly establish the guiding ideology of "reform and innovation" to realize the sustainable development of science and technology parks;

Four, firmly establish the idea of "talent is the first resource", and strive to cultivate innovative, entrepreneurial and management talents for colleges and universities. The meeting clearly pointed out that the university science park is an important part of the national innovation system and one of the main sources of innovation for regional economic development and industrial technology progress. As an important part of the national innovation system, university science park is one of the important symbols of first-class universities. Local governments at all levels are required to incorporate the University Science Park into the local economic and social development plan, regard the University Science Park as an important source of secondary entrepreneurship in high-tech zones, cultivate new economic growth points and an important means to promote the adjustment, optimization and upgrading of industrial structure and urbanization, create a good environment, and support and promote the rapid and healthy development of the University Science Park.

As the only national university science park in Shandong Province, we feel a great responsibility. According to the spirit of the conference of University Science Park, we will focus on the following aspects.

First, the construction of science park must be combined with the discipline construction of the school, and rely on the key disciplines of the school to develop pillar industries;

Second, combine the enthusiasm of local governments and social enterprises, follow the principle of "seeking support through service and seeking development through contribution", and strive for the strong support of the government and the active participation of social enterprises;

Third, hardware construction should be combined with software environment construction. At the same time, we should do a good job in soft environment construction such as incubation base and industrialization base, improve the scientific and technological innovation ability of science and technology park and enhance core competitiveness.

The fourth is to build a transfer and transformation system of scientific and technological achievements with key enterprises and social venture capital institutions as the main carriers, and accelerate the industrialization transformation of scientific and technological achievements;

Fifth, strengthen the construction of information network, improve the comprehensive service function of science and technology park, and provide high-quality services in information exchange, enterprise consultation, intermediary service and talent training;

Sixth, expand the research and exploration of financing channels and methods, accelerate the pace of market-oriented operation, and support and promote projects with good development prospects to become bigger and stronger.

Further strengthen the education and training of innovation and entrepreneurship, improve teachers' understanding of the market-oriented operation and incubation results of entrepreneurship, and strengthen the cultivation of students' entrepreneurial innovation ability. Formulate "Several Opinions on Promoting the Development of University Science Park" [4][7], speed up the construction of science park incubation base and high-tech zone entrepreneurship base around the school, attract and promote more high-tech projects to incubate in the park, improve incentive policies and measures, and encourage more teachers to participate in the incubation of high-tech projects in the park. Study the dominant disciplines and development direction of the school, integrate campus resources, attract social resources, pay attention to the research and screening of original projects in the school, expand and develop innovative project resources, and ensure the sustainable development of Shandong University Science Park. Strive to build Shandong University Science Park into a model national university science park with complete functions, standardized management, distinctive features and outstanding advantages in three to five years, and the main assessment indicators will enter the top ten national university science parks.
