Shandong Coal Technician College was established with the approval of Shandong Provincial People's Government. It is a national key college integrating technicians, high-tech, Chinese technology, adult education, various vocational training and skill appraisal.

The college is located in Luo Zhuang, Linyi City, Shandong Province, with 280 faculty members.
