The main responsibilities of the Human Resources and Social Security Department of Ningxia Hui Autonomous Region
(a) to implement the relevant laws, regulations and rules, and to implement the principles and policies of the state and the autonomous region on human resources and social security; To formulate plans and policies for the development of human resources and social security in the autonomous region, and organize their implementation, supervision and inspection.

(two) to organize and implement the macro management of civil servants in the administrative organs of the whole region; Formulate government incentive system in conjunction with relevant departments.

(three) to formulate plans, policies and management measures for introducing foreign intelligence, and to be responsible for the management and service of foreign experts.

(4) Formulating the development plan and mobility policy of human resources market, establishing a unified and standardized human resources market, and promoting the rational mobility and effective allocation of human resources.

(five) responsible for promoting employment. Formulate plans and policies for coordinating urban and rural employment development and improve the public employment service system; Formulate an employment assistance system, improve the vocational qualification system, and co-ordinate the establishment of a vocational training system for urban and rural workers; Take the lead in formulating employment policies for college graduates, and be responsible for employment guidance and services for college graduates after leaving school; Formulate and implement policies to prevent, regulate and control mass unemployment.

(six) to formulate comprehensive policies and plans for the work of migrant workers in the whole region, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(seven) to co-ordinate the establishment of a social security system covering urban and rural areas in this region, and to formulate policies and standards for urban and rural social insurance and supplementary insurance in this region; Formulate unified measures for the transfer and connection of social insurance relations in the whole region; Supervise and manage social insurance funds.

(eight) to formulate policies for the distribution of wages and income of personnel of organs and institutions in the whole region, and to supervise the implementation of welfare and retirement policies for personnel of organs, enterprises and institutions; Establish a normal wage growth and payment guarantee mechanism for employees of organs, enterprises and institutions in the whole region.

(nine) to formulate personnel management policies for public institutions, and to guide and implement the classification reform of public institutions in the whole region in conjunction with relevant departments; Coordinate relevant departments to do a good job in comprehensive talent management, formulate policies for professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, improve the high-level talent management system, and be responsible for the selection and training of high-level professional and technical personnel; In conjunction with relevant departments, formulate training and incentive policies for skilled talents and rural practical talents.

(ten) in conjunction with the relevant departments to formulate resettlement policies and resettlement plans for demobilized military cadres and organize their implementation; Responsible for the education and training of demobilized military cadres; Organize and formulate policies for enterprises to solve difficulties and stabilize demobilized military cadres; Responsible for the management and service of demobilized military cadres who choose their own jobs.

(eleven) to co-ordinate the formulation of labor and personnel mediation and arbitration system and labor relations policy in the whole region, and improve the coordination mechanism of labor relations; Responsible for eliminating illegal use of child labor and special labor protection for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(twelve) to undertake other tasks assigned by the people's Government of the autonomous region.
