Promoting interregional joint enrollment and cooperation in running schools in vocational education is an important part of counterpart support education and one of the important contents of counterpart support vocational education.
In 2003, the relevant departments issued "Opinions on Joint Enrollment and Cooperative Running of Secondary Vocational Schools in the East and West, Cities and Rural Areas". At present, this work has been carried out nationwide.
The main form is the backbone demonstration secondary vocational schools with characteristics in the eastern region and cities. Combined with the talent and labor market, especially the demand of enterprises for secondary vocational talents, we will cooperate with local secondary vocational schools in western regions and rural areas, especially in national and provincial poverty-stricken counties (one-to-one or one-to-many), jointly recruit students and train them in stages. Graduates are mainly employed in the eastern region and cities.
At the same time, it also adopts cross-regional independent enrollment for the western region and rural areas, or directional enrollment and training. To train much-needed practical and technical personnel for the western development and key construction projects in the western region of the country.
In addition, the relevant departments give full play to the resource advantages of urban technical schools, especially key technical schools, in terms of teachers and equipment, recruit students from rural areas, carry out training orientation between the two places, and organize teaching business exchanges, teacher training and employment information services. Strive to improve the vocational skills and employability of students in rural poverty-stricken areas, so that they can obtain stable employment opportunities and realize the goal of cultivating one person and getting rid of poverty.
The joint enrollment and cooperative running of schools by the eastern and western regions and cities in rural areas not only promoted the transfer of employment of students in western and rural areas through receiving vocational education, but also promoted the expansion of vocational education scale and the improvement of education and teaching quality in western and rural areas, and gradually formed a new mechanism for the simultaneous development of eastern and western regions, cities and rural areas.
All localities attach great importance to this work, especially the education administrative departments and relevant departments in the eastern regions and cities, and have studied and formulated some practical methods in terms of funds to support this work.
