According to Article 36 of the Education Law, schools cannot require teachers and students to buy educational publications in any form, nor can they charge students or parents fees. Therefore, it is illegal for the Education Bureau to sell training books to schools in violation of relevant regulations.
Schools shall manage and supervise the teaching and administrative staff, and shall not take advantage of their positions to sell or require or designate students to buy specific supplementary materials such as counseling books and exercise books or other goods and services. Schools should strengthen the construction of teachers' morality and style, and prevent and stop faculty from violating professional ethics and statutory duties and infringing on students' legitimate rights and interests.
