Product quality and technical data

1. product quality: the input products are of high quality among similar products, and the quality assurance measures are feasible, reasonable and reliable; The sources of main raw materials and purchased parts are clear, and the judges will score in the range of 1-4 as appropriate;
2. If the main products have complete inspection certificates, product manuals and other Chinese materials issued by relevant institutions, the judges will score in the range of 1-4 as appropriate.
This paper introduces four common methods of engineering bid evaluation.
Reasonable low price method:
The bid evaluation committee recommends the top three bidders as the winning bidders according to the order of the bid price scores from high to low (when the bid price scores are equal, the bidder with lower bid price is preferred), and the tenderer can set the upper limit of the bid control price (cancel the lower limit and cancel the technical score).
Scope of application: Except for super-large bridges and long tunnels with particularly complicated technology, the bid evaluation should adopt the reasonable low price method.

Comprehensive evaluation method
Method Description: The Bid Evaluation Committee comprehensively scores the bid evaluation price, financial ability, technical ability, management level, performance and reputation of all the bid documents that have passed the preliminary evaluation and detailed evaluation, and ranks them from high to low, and recommends the three bidders with the highest comprehensive scores as the winning candidates. There is a pre-tender estimate method (the pre-tender estimate should be published at the time of bid opening, and it is only used as a reference in the bid evaluation process, and cannot be used as a direct basis for deciding to reject the bid) and a non-pre-tender estimate method (the same as paragraph 03).
Scope of application: This method is only applicable to super-large bridges and long tunnels with particularly complicated technology.

Double envelope bid evaluation method
