Article 4 In case of any change in the construction, reconstruction, expansion or interior decoration of public entertainment places, the fire protection design (including fire protection zoning, safe evacuation, smoke control, fire water supply, decoration materials, automatic fire extinguishing system and automatic fire alarm system, etc.) shall be reviewed. ) must comply with the provisions of the relevant national fire technical specifications.
The construction unit shall send the fire protection design and decoration drawings to the local public security fire control institutions for review before construction; After the completion of the project, it can only be used after it has been accepted by the fire supervision institution. Article 5 The fire resistance rating of buildings in public places of entertainment shall not be lower than Grade I or II; Public places of entertainment approved to be set up in a building with a third-class fire resistance rating shall meet specific fire safety requirements.
Public places of entertainment shall not be located in cultural relics, ancient buildings, museums, libraries, important dangerous goods warehouses and other buildings. No public places of entertainment shall be rebuilt in residential buildings.
When public places of entertainment are adjacent to or attached to other buildings, they should be set up in independent fire zones. Article 6 The interior decoration design and construction of public entertainment places must meet the following requirements: (1) The ceiling should be made of incombustible materials; (2) The walls, floors and partitions shall be made of incombustible or flame retardant materials; (3) Curtains (door curtains), curtains and furniture should be wrapped with flame retardant fabrics or treated with flame retardant; (four) the laying of electrical lines, electrical appliances, air conditioning equipment installation, must strictly implement the relevant building installation procedures, take fire prevention and heat insulation measures; (five) the interior decoration of the building shall not change the position of fire control facilities, and shall not affect the use of fire control facilities. Article 7 The number, evacuation width and distance of safety exits in public places of entertainment must comply with the Code for Fire Protection Design of Buildings or the Code for Fire Protection Design of High-rise Civil Buildings.
There should be no doors and steps at the exit, and the evacuation doors should be opened outward. Rolling doors, revolving doors, hanging doors and sliding doors shall not be used, and curtains, screens and other obstacles affecting evacuation shall not be set at the door.
When the casino is open, it is necessary to ensure that the safety exits and evacuation walkways are unobstructed, and it is strictly forbidden to lock or block the safety exits. Eighth emergency exits, evacuation walkways and stairs must be equipped with standard light evacuation signs. Indicating signs should be located at the top of doors, evacuation walkways and corners of walls one meter below the ground. The spacing of the signs on the walkway should not be more than 20 meters. Ninth public places of entertainment must be equipped with fire emergency lighting, lighting power supply time shall not be less than twenty minutes. Article 10 Electrical equipment in public places of entertainment must be installed, inspected and maintained by qualified electricians. Electricity consumption shall not exceed the rated load, and temporary lines shall not be connected without authorization. Article 11 The establishment of public places of entertainment in underground buildings must meet the following requirements in addition to other provisions of these Provisions: (1) Only one underground floor is allowed; (2) The ceiling and walls for interior decoration shall be made of incombustible materials; (3) There should be no less than two safety exits to the ground, and the width of each staircase should not be less than1.5m; (4) Mechanical smoke control facilities should be set up; (5) Set automatic fire alarm system and fire alarm device; (six) the use of liquefied petroleum gas is strictly prohibited. Twelfth public places of entertainment are prohibited to carry and store inflammable and explosive articles. Thirteenth it is forbidden to carry out equipment maintenance, welding, painting and other construction and maintenance operations in public places of entertainment. Article 14 Smoking and naked lighting are prohibited in the audience hall of a performance or screening place. Fifteenth public casino business, shall not exceed the rated number. Sixteenth public places of entertainment shall formulate a management system for the use of fire and electricity, and formulate an emergency evacuation plan. During the business period and after the business is over, a special person shall be appointed to carry out safety inspection. Seventeenth public places of entertainment should establish a fire safety responsibility system for all staff, and all staff should be familiar with the necessary fire safety knowledge, report fires, use fire-fighting equipment and organize evacuation. New employees must receive fire safety training before taking up their posts. Eighteenth public places of entertainment should be equipped with a corresponding number of fire-fighting equipment, set up alarm telephone, fire-fighting facilities and equipment must be in good condition and effective. Nineteenth in violation of these provisions, shall be punished in accordance with the "Regulations of the people's Republic of China on administrative penalties for public security" or local regulations; If there are no provisions in the Regulations of the People's Republic of China on Administrative Penalties for Public Security and local regulations, the public security organ shall give a warning, impose a fine and may order it to suspend business. The fine for the responsible person shall be less than twice the monthly salary, and the fine for the responsible unit shall be less than ten times the daily turnover.
Those who fail to make corrections after punishment, or refuse to implement the decision to suspend business for rectification, shall be fined twice the amount of the previous fine, and may be forced to make corrections.
Violation of these provisions, which constitutes a crime, shall be investigated for criminal responsibility according to law.
