To apply for motor vehicle driver training, an application shall be made to the local county-level road transport institution, and the following supporting materials shall be submitted: 1, application for traffic administrative license; 2, the applicant's identity certificate and a copy; 3. Certificate of the right to use the business premises or certificate of property rights and a copy thereof; 4. The certificate of the right to use the coach's venue or the certificate of property right and its copy; 5. Description of technical conditions of the coaching venue; 6. Proof of technical conditions, model and quantity of teaching vehicles; 7. Proof of purchasing teaching vehicles; 8. List of various facilities and equipment; 9, intends to hire personnel roster and qualification, title certificate; 10, other relevant materials that need to be provided according to regulations. To apply for ordinary motor vehicle driver training, when submitting the application materials, it shall also provide the certificate of safe driving experience of relevant personnel issued by the public security traffic police department, and the starting time of safe driving experience shall be calculated backwards from the date of submitting the application materials.

The road transport management institution shall, in accordance with the provisions of the Regulations of the People's Republic of China on Road Transport and the Procedures for the Implementation of Traffic Administrative Licensing, verify the substance of the application materials such as coaching venues, teaching vehicles, equipment and facilities.

In line with the conditions, the road transport management institution shall make a decision to grant the administrative license, issue a "Decision on Traffic Administrative License" to the applicant, and issue a motor vehicle driver training license within 10. The motor vehicle driver training institution shall handle the relevant registration formalities with the administrative department for industry and commerce according to law by virtue of the motor vehicle driver training license.
