Does factory training count as working hours?
Factory training counts as working hours. The employer organizes employees to participate in training, which is regarded as going to work. According to relevant laws and regulations, any training due to work should be regarded as working hours and paid according to normal work.

The training process is as follows:

Article 25 of the Law of People's Republic of China (PRC) on Work Safety.

Safety production management institutions and safety production management personnel of production and business units shall perform the following duties:

(a) to organize or participate in the formulation of rules and regulations, operating procedures and emergency rescue plans for production safety accidents;

(two) to organize or participate in the safety education and training of the unit, and truthfully record the safety education and training;

(three) to organize the identification and evaluation of dangerous sources, and urge the implementation of safety management measures for major dangerous sources in this unit;

(four) to organize or participate in the emergency rescue drills of the unit;

(five) to check the safety production situation of the unit, timely investigate the hidden dangers of production safety accidents, and put forward suggestions to improve the safety production management;

(six) to stop and correct illegal command, forcing risky operations and violations of operating procedures;

(seven) to supervise the implementation of the rectification measures for safety production in this unit.

A production and business operation entity may set up a full-time person-in-charge of production safety to assist the principal person-in-charge of the entity to perform the duties of production safety management.
