Rule number one In order to strengthen the construction of non-commissioned officers, continuously improve the overall quality of non-commissioned officers, and ensure the completion of various tasks centered on fire prevention, these Provisions are formulated in accordance with the Regulations of the China People's Liberation Army, the Regulations on the Management of Non-commissioned Officers in the Four Headquarters and the Regulations on the Management of Non-commissioned Officers in the Public Security Fire Department of the Ministry of Public Security, combined with the actual situation of the fire department in our province.

Article 2. Non-commissioned officers should serve in different levels and stages. The number of non-commissioned officers accounts for 59% of the total number of soldiers. The first and second sergeants are junior sergeants, the third and fourth sergeants are intermediate sergeants, and the fifth and sixth sergeants are senior sergeants.

Article 3. The management of non-commissioned officers should be carried out in strict accordance with the law, adhere to the rules and regulations, and strive to build a team of non-commissioned officers with firm political thinking, exquisite professional skills, strict discipline and style, and obvious backbone role.

Article 4. Command departments at all levels are in charge of the management of noncommissioned officers. Division, bank, postal and other departments are responsible for the following work according to the division of functions. One. The command department is responsible for the distribution, selection, training and deployment of non-commissioned officers, the award and promotion of police ranks, punishment, administration, statistics and retirement from active service. Two. The political department is responsible for ideological education, political treatment, rewards, marriage, nursery care for family members and children, pension treatment, reeducation through labor, and expulsion from the army. Three. The logistics department is responsible for non-commissioned officers' salaries, allowances, meals, clothing, housing, welfare, medical care, labor protection and disability assessment, insurance and family medical care. Four. Party committees and leaders at all levels have an important responsibility for the implementation of this regulation, and must strengthen leadership, make overall plans, supervise and inspect, and pay close attention to implementation. Chapter II Selection and Promotion of Non-commissioned Officers.

Article 5. The selection and promotion of non-commissioned officers should adhere to the principles of handling affairs according to law, paying attention to quality, promoting democracy, openness and fairness, and be carried out in strict accordance with the prescribed time, procedures and examination and approval authority to ensure the quality of non-commissioned officers.

Article 6. The plan for selecting non-commissioned officers shall be drawn up by the detachment command department according to the establishment of non-commissioned officers and the existing situation before mid-June each year, and shall be reviewed and summarized by the corps and reported to the Fire Department of the Ministry of Public Security for approval. Once approved, the selection plan for non-commissioned officers shall not be changed at will.

Article 7. The selection of non-commissioned officers should be carried out in strict accordance with the selection indicators and posts issued by the Corps, and it is strictly forbidden to exceed the indicators to ensure a reasonable proportion of non-commissioned officers and prevent overstaffing.

Article 8. Selection conditions for non-commissioned officers. One. Volunteer to join the construction of fire fighting forces. . Two. Be competent for your job. Three. Have a junior high school education or above. (4) being in good health. (five) by the corresponding training institutions, schools or local professional and technical training units at or above the detachment level. (6) Those who are selected as senior noncommissioned officers must pass the annual examination (inclusive) in this period. (seven) the selection of senior noncommissioned officers, must have inventions in professional technology, to reach the fourth prize of China People's Police Force Science and Technology Progress Award. Have the corresponding professional skills, and pass the professional and technical level assessment. There are inventions in professional technology. Those who have obtained professional qualification certificates issued by the state, served as squad leader, deputy squad leader or equivalent squad leader, and have been rated as good soldier and made meritorious service for many years in a row, and meet the conditions for selecting non-commissioned officers, will be given priority.
