At present, the number of public security auxiliary police in our county has grown to 378. At the same time, education management has become more and more standardized, and all work has made great progress. Mainly manifested in:

First, responsibilities are gradually becoming clear. In order to ensure that the auxiliary police can perform their duties better and give full play to the role of assisting public security management, our county has specially promulgated the Regulations on the Management of Auxiliary Police Force, which further defines the technical support and auxiliary management scope of auxiliary police in non-law enforcement and non-classified posts and clarifies their job responsibilities. At present, the auxiliary police are mainly engaged in public security patrol, traffic order maintenance, 1 10 alarm, public security monitoring, typing, driving and issuing certificates.

Second, funds are gradually guaranteed. At present, the auxiliary police in our county determine the salary standard according to the technical requirements and workload classification, and apply for social insurance according to national regulations to ensure that they can get help and compensation in retirement, illness, work injury, maternity and unemployment. At the same time, the working hours system and vacation system stipulated by the state shall be implemented. In recent years, with the attention and concern of the county party committee and government, the funding standard of public security auxiliary police has been raised year by year. Second, the main problems existing in the auxiliary police force at present

Most auxiliary police officers have done a good job in all aspects, but some auxiliary police officers have the wrong mentality and starting point. These people have low ideological quality, poor discipline, lax attitude, poor work attitude and even privileged thoughts. They don't want to do mass work. They think that if they can put on standard clothes, they can be overbearing in front of ordinary people, pretend to be managers, pay no attention to their tone of voice, behave rudely, be rude to the masses and not be on duty. Even a few auxiliary police officers joined the auxiliary police force not only for a simple purpose. They think that joining the auxiliary police force is close to the public security organs, and they enjoy the "power" in public security law enforcement. They can manage people, ask for help and get benefits. Under the guise of working in public security organs, eating, drinking and drinking are inexhaustible for small interests, which has caused adverse effects in society.

Second, the turnover rate of auxiliary police in the backbone age group is high and the team is unstable. This is the most prominent problem existing in the current auxiliary police team, and it is also a difficult problem that has long plagued the construction and management of the auxiliary police team. Among the 378 auxiliary police in the county, there are 74 young auxiliary police under the age of 30, accounting for about 19.6%. Most of them are unemployed young people and fresh graduates. For various reasons, they can't find a job at the moment. As a transitional job, once they have accumulated certain work experience and enriched social relations, they will jump ship and find another job. The work of the auxiliary police is only a temporary consideration, and the dependence and identity of the auxiliary police post are not high, which leads to frequent access and instability of the team.

Third, the members of the auxiliary police are psychologically unbalanced because of their low economic benefits. Many auxiliary police officers think that their obligations and enjoyment are not equal because of their low wages, high labor intensity and high occupational risks. The psychological imbalance has caused emotional slack, which has affected their work and led to weak execution. Some of them simply left their jobs, which is also an important reason for the team's instability.

Fourth, it is difficult for old players to improve their enthusiasm and muddle along. At present, some auxiliary police officers are laid-off workers from enterprises. Most of these people are in their forties, and some are even in their fifties. Because of my age and poor health, I feel that there is no room for improvement, so my work enthusiasm is not high. They have the idea of "muddling along and waiting for retirement", and their daily work is passive. Some people don't even work hard, and many tasks are not implemented, which not only affects other auxiliary police, but also brings certain difficulties to team management.

Three. Tentative ideas on the construction and management of auxiliary police force in the future

At present, there are 378 urban and rural auxiliary police in our county, which is far from the standard that the proportion of full-time public security auxiliary police to the total population required by the provincial comprehensive management office and the provincial public security department reaches 15/ 10000. Therefore, we intend to achieve this task through the following efforts.

First, increase employment according to law. Further standardize the employment system and labor management of auxiliary police, strictly urge employers to sign, terminate and terminate the labor contract of auxiliary police according to law, determine the salary structure of auxiliary police according to law, pay all kinds of insurance and provident fund for auxiliary police according to law, and handle industrial injury insurance for auxiliary police according to law, so that users are more in line with the relevant provisions of labor law. At the same time, strictly control the "entry" to ensure the overall quality of the team.

The second is to increase financial support. It is suggested that the county and township finance should further strengthen the guarantee of auxiliary police funds, and strive to make the auxiliary police funds in our county meet the standards of Bengbu City this year. At the same time, through efforts, from next year, the disposable income of auxiliary police will reach the average disposable income level of urban residents in the county, further mobilizing the enthusiasm of auxiliary police and maintaining the stability of the team.

The third is to increase the goodwill of the auxiliary police team. In recent years, with the acceleration of urbanization and the continuous promotion of community policing strategy, public security joint defense has become the main part of the community prevention mechanism and prevention and control network combining civil air defense, physical defense and technical defense. The phenomenon of inadequate management caused by insufficient police force has become increasingly prominent.

As an important auxiliary force, the temporary employees recruited by all units of our branch have done a lot of work and played an important role in helping to maintain stability, prevent and control social patrols, traffic safety management, computer applications and so on. Since the establishment of the first joint defense team in our district in 2007, the leaders of our branch have attached great importance to the management and use of auxiliary police workers. Through the way of work inspection, the recruitment procedures, personnel management, wages and benefits of employment are further standardized. Most of the employed personnel are dispatched, and the personnel's thinking is basically stable and the management is basically standardized. Let me talk about the basic situation, main management practices, existing problems in the management of employees and some suggestions in the future:

First, the basic situation of the existing temporary workers in the brigade

The first is job distribution. The existing auxiliary police force in our sub-bureau includes 40 cameramen in the command center, 40 special security brigades, 40 traffic police brigades, 40 defense team members in Wenguang police station, 80 defense team members in Heping police station, 40 computer application and clerical staff employed by Gu Rao Video Center 1 1. Personnel are mainly distributed in video surveillance and stability maintenance.

The second is the status quo of work. At present, under the background that the number of police recruits is small and difficult, the hired personnel have played an irreplaceable positive role in the work. The third is the wage level. The cameraman, traffic coordinator and special security team members employed by our branch have purchased social security, medical insurance and personal accident insurance. (Housing accumulation fund has not been purchased), the computer applications and clerks employed by the unit are only paid, and there are no other benefits. The average monthly salary of auxiliary police is about 2000 yuan, and the average monthly salary of staff is divided into three levels. The first group is special security team members, with an average monthly salary of about 3,000 yuan (including three insurances), and the second group is traffic assistants and cameramen, with an average monthly salary of about1.500-2,000 yuan (including three insurances). The third group is computer applications and clerks employed by the company, with an average monthly salary of about 1, 000- 1, and 500 yuan (who has not applied for three insurances).

The fourth is the source of wages. The salary source of employees employed by each unit consists of three parts. First, the source of wages for special security team members, video players and traffic police is solved by the government allocating special funds. Second, the wages of defense team members are paid by the local public security defense foundation. There is basically no problem with the wage guarantee of the hired personnel. Third, the daily expenses of computer application and clerical staff employed by each unit are paid in this unit.

The fifth is the level of education. The vast majority of temporary employees have a education level above junior high school, while the local defense team members have a lower education level, which is basically a junior high school education level. The temporary workers in the sub-bureau have a high school education, of which 55% have a junior college education and 65,438+000% have a high school education.

The sixth is the age structure. Temporary workers are mostly between 20 and 40 years old, accounting for about 70%, 30-35 years old accounting for nearly 25%, and over 35 years old accounting for nearly 5%.

Seventh, work characteristics. Because most temporary employees are engaged in the auxiliary work of front-line management, many positions are still key positions, and the work has the characteristics of long time, great intensity and great danger. Road service police work more than 8 hours a day, doing repetitive work and dealing with all kinds of people for a long time; Employees often work overtime, and employees work overtime for more than 3 days every month.

Second, the main practices of temporary employment management

The first is to formulate norms and strict management. All temporary workers in the sub-bureau have been dispatched, and the sub-bureau has signed an employment agreement with the Human Resources and Social Security Bureau of * *, and the local public security defense foundation has signed an employment agreement with the security company of * *, and all temporary workers have signed labor contracts.

Each employing unit has set up a special temporary staff management leading group, mainly police officers, and has identified two management commissioners in one unit to be responsible for the management of staff and police officers. Management outline documents such as Staff Management System have been formulated, which standardize all aspects of temporary staff management, such as recruitment and dismissal of temporary staff, signing contracts with labor dispatch companies, signing employment agreements with employees, salary standards and daily management of personnel. The second is to pay attention to training and look far. Most temporary workers are engaged in non-law enforcement auxiliary positions, many of which are professional and technical, so the education and training of personnel is particularly important. The sub-bureau takes various forms to do a good job in the education and training of temporary employees, effectively grasp everyone's ideological trends and improve the comprehensive quality of temporary employees. Before all employees of each employer take up their posts, temporary employees are organized to carry out pre-job training, political and ideological education, and anti-corruption warning education activities, which effectively improve employees' ideological literacy and business skills.

Third, because of talent, because of preferential treatment, it is suitable. In the temporary employment, we should strive to do what we can, give full play to their work level, and give special treatment to professional and technical personnel who undertake important positions to ensure that people can stay and work happily. On the one hand, treat temporary workers as members of a big family, treat them equally in terms of labor remuneration, holiday condolences and other benefits as far as possible, and do everything possible to further raise their wages, improve their accommodation and food conditions, and stabilize the entire employment team. On the other hand, as far as possible, let the hired police officers integrate into the team and give them a sense of belonging. Third, the main problems of temporary workers

First, the salary is low and the psychological gap is large. The wages of temporary workers are generally low, and the actual amount that most people can get after deducting insurance is about 2000 yuan, and they have not bought "housing provident fund" for them. This wage level is only maintained at the minimum wage level in our city. The meager wage income is barely enough to solve personal food and clothing. Supporting parents, getting married, buying a house, and enrolling children undoubtedly increase the worries of temporary workers. Because temporary employees usually have great work pressure, long working hours and difficult work, there is a great contrast between such salary and political treatment and their actual efforts, which leads to a gap in thinking.

Second, the management is out of touch with employment and lacks a sense of belonging. Because "the treatment is hopeless, the work is hopeless", it is difficult to mobilize enthusiasm. Some temporary workers "eat in a bowl and watch in a pot", thinking about contacting work outside all day, and others preparing for various re-employment exams, which makes it difficult to work with peace of mind.

Third, the employment mechanism is not perfect and it is difficult to retain talents. According to the relevant requirements, our branch temporarily uses all labor dispatch. Since the operation of labor dispatch, it has been found that there are some defects in this system, which are mainly reflected in: on the one hand, the connection is not close. Because in the original close labor-employment relationship, the relationship between employers and employees was binary, and after the implementation of labor dispatch, the relationship became ternary. There is a "triangular debt" between the employer, the actual employer and the individual employee. The management, service, training and assessment of temporary workers by labor dispatch companies are all "duckweeds on the water" in name only. On the other hand, the Labor Law cannot be implemented. China's "Labor Law" stipulates: "Wage distribution should follow the principle of distribution according to work and implement equal pay for equal work." However, because there is no specific punishment mechanism for employers to pay different wages for equal work, the illegal cost of employers is too low, and labor dispatch has almost become synonymous with employers to avoid low costs, harm employees' interests, evade supervision and pay different wages for equal work. Labor dispatch can not only arouse the enthusiasm of low-paid workers, but also make temporary workers lose even the minimum identity and damage social equity.

Four. Suggestions on temporary employment

First, strictly control the entry and exit points and control the number of personnel. On the one hand, the recruitment of temporary workers should implement unified recruitment conditions, strict recruitment procedures, clear recruitment scope and open recruitment, and enrich outstanding young people with high political and cultural quality, good physical condition and strong sense of responsibility who love public security traffic management into the contingent of temporary workers. On the other hand, it is necessary to strictly control the number of employees and positions in accordance with the principle of "controlling the number, decreasing year by year" in combination with local conditions and civil servant recruitment management procedures.

The second is to implement the funding guarantee and quantify the work assessment. On the one hand, the government should formulate a unified fund guarantee mechanism for temporary employment in institutions, institutions, state-owned enterprises and other units, guide employees in various industries in terms of basic salary reference standards, welfare reference standards and growth mechanisms, try to narrow the gap between them and other social strata, improve welfare and labor insurance systems, and let them work with peace of mind. The third is to establish an incentive mechanism to safeguard legitimate rights and interests.
