In order to popularize e-commerce knowledge, improve the management level of existing network operators, seize the development opportunity of internet economy and promote the sound and rapid development of our county's economy. According to the actual situation of our county and the spirit of the document "Comprehensive Demonstration Work Plan for Rural E-commerce" (Shao Zhengban Letter [20xx] No.97), this training implementation plan is specially formulated:

I. Guiding ideology

Under the guidance of the central government's strategy of "mass entrepreneurship and innovation", guide and help rural residents in our county to start their own businesses online and use the network platform to achieve employment; At the same time, use the network platform to broaden the sales channels of Shaodong agricultural special products, promote traditional enterprises to enter the field of e-commerce, and realize industrial transformation and upgrading. In the training of e-commerce talents in Shaodong County, we should adhere to the principles of industry-based, government-oriented, multi-party participation and pragmatic, and strive to cultivate a new team of e-commerce talents with culture, technology and management, so as to provide strong talent support for the development of modern e-commerce in Shaodong.

II. Objectives and tasks

The focus is on three aspects: first, the training of cadres. Help cadres emancipate their minds, raise awareness and popularize the basic knowledge of e-commerce. Including e-commerce policy model and trend, e-commerce and retail reform, development and application of rural e-commerce, e-commerce strategy, path selection and implementation methods in regional economy, opportunities and challenges for traditional enterprises to upgrade e-commerce, e-commerce practice and case sharing, e-commerce and multi-channel marketing, innovation and development of mobile business model, smart city and Internet of Things, etc. The second is the primary training of agricultural products business entities and rural e-commerce practitioners. The main contents include: post Tesco, Taobao, Tmall basic practical training, Taobao, Tmall platform entry and development strategy, art basic practical course, Taobao, Tmall platform practical summary and promotion, Alibaba platform basic operation and promotion strategy, as well as micro-marketing strategy, marketing promotion strategy, new thinking in the era of big data, etc. The third is to provide senior and intermediate training for executives, department managers and key employees of agricultural products business entities. The main contents include: the transformation of enterprise mobile Internet, the strategic transformation of traditional enterprises from online to offline to e-commerce, the transformation and upgrading of foreign trade enterprises in cross-border electronic commerce, the strategies and ideas for e-commerce in the era of big data, and how traditional trade circulation enterprises layout e-commerce.

Fourth, the main measures

In order to achieve the objectives and tasks, take the following training measures:

(1) Vigorously promote and launch. E-commerce is a new type of network business operation mode, which is developing rapidly. It is imperative for e-commerce to enter the village. The purpose of cultivating e-commerce talents is to seize the new opportunities of Internet economy development and promote employment. Therefore, we should first train rural cadres and rural demonstration service stations in batches, establish the concept of e-commerce, and then promote e-commerce in groups; At the same time, the county, township and village levels are linked together, making full use of publicity tools such as internet, radio, television, newspapers and media to carry out publicity with great fanfare. Let the e-commerce concept and talent training plan be well known to everyone.

(2) Select the training target. 16-45 years old, with junior high school education or above and a certain computer foundation, can sign up for e-commerce training:

1, village cadres;

2. Rural youth and prime of life;

3, agricultural industrialization enterprises, rural professional cooperative organizations, scale farming, family farm management and employees;

4. Other people who are interested in rural e-commerce.

Township and village cadres should be responsible for the division of labor, go door to door, register qualified personnel who are willing to participate in the training, and then select 5- 10 people in each village as training targets.

(3) determine the training institutions

Institutions engaged in e-commerce shall meet the following basic conditions:

1. An institution with independent legal personality, with no bad record in recent 5 years;

2. Strong organizational skills and training experience;

3. Have a stable team of training teachers and corresponding teaching and training conditions, and have certain necessary accommodation conditions;

4. Volunteers undertake training tasks under the guidance of the County Bureau of Commerce, Finance Bureau and other relevant departments.

The training is undertaken by the county e-commerce public service center, and you can contact domestic professional training institutions for training guidance. Primary operation training can also be implemented by 1 or two training institutions selected by the organizer of e-commerce in rural areas, but the implementation of training organization, teaching scheme and training effect should be evaluated.

(D) Strengthen the training mechanism

1, innovative training mechanism. Participants in e-commerce training are concentrated in the training institutions designated by the County Bureau of Commerce to carry out full-time teaching and adopt the training mode of "one platform, three combinations". A platform: it is to build a network platform. Three combinations: the combination of theory and practice, the combination of classroom and enterprise, and the combination of self-study and follow-up service. Follow up the service after graduation, record the e-commerce training in time, and uniformly identify those who pass the examination. Strengthen the management and knowledge update of e-commerce after certification, and introduce corresponding entrepreneurship support policies.

2. Innovative training mode. Take various forms of training, the course should be "one lesson and one case", and the class should be the main one. Theoretical classes are concentrated in the theoretical classroom, while practical classes are concentrated in the computer room.

3. Innovative training content. Strengthen the planning, construction and management of teaching materials, and choose scientific, authoritative, illustrated and easy-to-understand teaching materials. The curriculum of training institutions should conform to the characteristics of e-commerce and learning rules, and the teaching practice should be diversified, focusing on pertinence, practicality and standardization, and providing follow-up services.

4. Innovative training methods. Adapt to the development trend of modern distance online education, make full use of modern and informational means, carry out online education and training of e-commerce, mobile internet service, online information technology consultation, whole-course tracking management and evaluation, and open online classes of e-commerce. Establish a QQ group or WeChat group in each class.

5. Make a training plan. Training institutions should scientifically demonstrate and carefully formulate training plans according to the categories, objects and quantity of training tasks assigned, and organize their implementation after being submitted to the County Bureau of Commerce for examination and approval, and strictly implement the training number, training time and training content according to the plan.

6. Construction of teaching staff. Training institutions should strengthen the construction of teaching staff, establish a library of e-commerce training teachers, select lecturers who are familiar with online store management and have rich professional knowledge and practical experience, and especially absorb computer technicians who have been trained in knowledge updating into the training library. According to the object and content of each training course, choose the appropriate lecturer from the teacher library to teach. Training institutions shall organize students to evaluate the training effect.

7. Implement class management. For e-commerce training, training institutions should establish a standardized class management system and send powerful class teachers to be responsible for the daily management of classes; It is necessary to set up a class Committee, establish a leave system and register attendance. Guide students to strengthen mutual communication and self-management to ensure the smooth and orderly training; Students of all training courses need to be organized to fill in the Satisfaction Evaluation Form for E-commerce Trainees.

8. Organize training evaluation. After each training course, it is necessary to organize the examination and assessment of students, strengthen the management of e-commerce, and issue e-commerce training certificates to those who meet the requirements.

9. Establish training files. According to the actual situation of our county, improve the file management system, and training institutions should establish true, complete and standardized training files according to shifts.

(5) Ensure that the training funds are in place.

E-commerce operation training lasts 3-5 days per class according to the actual situation, and the number of people in each class is not higher than 50. The county finance subsidizes the training institutions according to the standard of 100 yuan per person per day, and the students' transportation expenses are self-care. Its training funds are verified and settled once a month. The training of county-level e-commerce public service centers shall be implemented with reference to this standard.

County Finance Bureau in conjunction with the Bureau of Commerce and other relevant departments, to strengthen the supervision of funds, timely and full disbursement of funds, it is strictly prohibited to occupy, intercept or misappropriate project funds. Define the expenditure items and reimbursement procedures, and the training institution shall issue the E-commerce Training Student Training Account, E-commerce Training Acceptance Report and other materials during the reimbursement process. The county will strengthen the supervision of funds to ensure that the training subsidy funds are earmarked.

(6) Strengthen supervision.

1. The County Bureau of Commerce and the County Finance Bureau will send special personnel to explain the e-commerce training policies one by one, verify the situation of the trainees, listen to the suggestions of the trainees, announce the contact number, and ask the trainees to supervise; After the training, the County Bureau of Commerce and the County Finance Bureau check and accept one by one by checking the training files and checking the training situation of the trainees, and fill in the Acceptance Report of E-commerce Training. If the acceptance is unqualified, they will issue a rectification notice to urge the rectification to be in place.

2 County Bureau of Commerce and County Finance Bureau are responsible for the supervision and inspection of e-commerce training institutions in our county. The assessment of training institutions will be strengthened through field visits and telephone spot checks. Training will be supervised as planned. If the training is not carried out as planned, the training subsidy funds will be reduced. If the circumstances are serious, the qualification for undertaking the project will be cancelled and publicized to the public.
