Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Education Law of the People's Republic of China and other relevant laws and regulations, combined with the actual situation of this province, in order to improve the lifelong education system, build a learning society, meet citizens' lifelong learning needs and promote people's all-round development. Article 2 These Regulations shall apply to all kinds of organized education and training activities other than modern national education within the administrative area of this province. Article 3 Lifelong education shall adhere to the principles of government leading, social participation, overall planning and coordination, and resource sharing. Article 4 People's governments at or above the county level shall strengthen their leadership over lifelong education, incorporate lifelong education into the national economic and social development plan, and include lifelong education funds in the education budget of the government at the corresponding level, and gradually increase them. Township (town) people's governments and sub-district offices shall, according to their respective responsibilities, organize lifelong education. Article 5 The education administrative department of the people's government at or above the county level shall be responsible for the overall coordination and comprehensive management of lifelong education within its administrative area, and other relevant departments and organizations shall implement lifelong education within their respective functions and duties. Article 6 Encourage citizens to actively participate in lifelong education activities, establish the concept of lifelong learning, improve their lifelong learning ability and form lifelong learning habits. Encourage citizens to provide voluntary services for lifelong education. Article 7 The week in which Teachers' Day is held every year is the life-long education activity week. Chapter II Organization and Implementation Article 8 The education administrative department of the people's government at or above the county level shall, jointly with relevant departments, formulate a development plan for lifelong education, which shall be implemented after being approved by the people's government at the corresponding level. Article 9 The education, human resources and social security departments of the people's governments at or above the county level and trade unions and other organizations shall promote the education and training of on-the-job personnel within the scope of their duties. State organs, social organizations, enterprises, institutions and other organizations shall establish and improve the education and training system, formulate training plans, carry out education and training activities, and improve the quality of on-the-job personnel. Encourage state organs, social organizations, enterprises, institutions and other organizations to establish a paid learning system. Article 10 The human resources and social security departments of the people's governments at or above the county level shall be responsible for the education and training of the unemployed and migrant workers, so that they can master employment knowledge and improve their employment and entrepreneurial skills. Article 11 The relevant departments of agriculture and education of the people's governments at or above the county level and organizations such as science and technology associations shall strengthen the construction of relevant facilities, and carry out education and training for farmers focusing on the transfer of rural labor force, the return of migrant workers to their hometowns to start businesses, the training of landless farmers, the popularization of rural practical technologies, and the training of new professional farmers, so as to improve farmers' labor skills and cultural quality. Township (town) people's governments and villagers' committees shall assist in organizing farmers to participate in relevant education and training. Twelfth people's governments at or above the county level education, civil affairs departments and disabled persons' federations and other organizations should strengthen the education and training of disabled people, according to their physical and mental characteristics, pay attention to developing their potential and improving their vocational skills. Article 13 People's governments at or above the county level and institutions for the aged should strengthen education for the elderly, formulate relevant preferential policies in terms of capital investment and infrastructure construction, and carry out intellectual, leisure and health-care cultural education that suits the characteristics of the elderly, enriches their lives and improves their health. Encourage the society to organize all kinds of schools for the elderly. Fourteenth education administrative departments of the people's governments at or above the county level and the Communist Youth League shall, jointly with relevant departments, carry out extracurricular education activities for young people, strengthen education and training for young people, and promote their all-round development. Fifteenth women's organizations should cooperate closely with relevant departments and communities to guide and promote family education. Sixteenth people's governments at or above the county level shall strengthen community education, improve community education facilities, and establish and improve the community education system. Township (town) people's governments and sub-district offices specifically organize community education within their respective jurisdictions, carry out various education and training activities suitable for the needs of community residents, and promote the construction of civilized and harmonious communities. Community education colleges (schools) should provide community residents with training services in science and technology, culture, health, legal system and old-age care. Encourage other education and training institutions to provide lifelong education services for community residents. Seventeenth open universities in this province should use modern information technology to build a public service platform for lifelong education and a digital learning resource library for lifelong education, so as to share resources and serve lifelong education. Encourage all kinds of schools and lifelong education and training institutions at all levels to use the Internet, mobile communications and other resources to open education courses to the society and promote the development of lifelong education. Eighteenth ordinary schools should give full play to the advantages of teachers, facilities and places, and provide services for lifelong education without affecting normal education and teaching. Nineteenth lifelong education and training institutions should improve the conditions for running schools, improve the quality of education and training, implement various school commitments, and shall not publish false enrollment information, collect training fees in violation of relevant regulations, and shall not maliciously terminate running schools. Twentieth lifelong education and training institutions shall, in accordance with the relevant provisions, issue education and training certificates to those who pass the examination. Certificate information should enter the electronic information network of lifelong education, allowing units and individuals to inquire for free. Twenty-first gradually establish a system of citizen credit accumulation, conversion and certification, and promote the mutual recognition and convergence of different types of learning achievements. Chapter III Safeguards Article 22 State organs, social organizations, enterprises, institutions and other organizations shall provide funds for the education and training of their own departments and units in accordance with regulations.
