China's civil service training mainly has the following types:
(a) Training of new recruits
This kind of training is mainly aimed at those who have passed the national civil service examination and been hired. Its training content is mainly to learn the basic knowledge and skills that civil servants must possess. The main purpose of the training is to let these new civil servants know the contents and procedures of their upcoming work, master the general working methods, and prepare for their official posts.
(b) Vocational training for promotion to leadership positions
The training object is the on-the-job civil servants who are ready to be promoted to a certain leadership position, and the training content should be determined around the policy level, organizational leadership ability and professional knowledge and ability required for civil servants to be promoted to new leadership positions. The purpose of its training is to prepare civil servants for promotion to certain leadership positions through training.
(three) according to the needs of special work to carry out special business training.
The main features of this training are: the training target is the national civil servants engaged in specialized business, the training content focuses on the knowledge and skills in specialized fields, the training purpose is mainly to meet the needs of special work, and the training methods are mostly off-the-job training, which is centralized and temporary.
(D) in-service civil servants update knowledge training
The training targets include all serving civil servants. Judging from the training steps, it is carried out in stages and batches in a planned and leading manner according to relevant national policies and laws. The training method is generally resignation training. The training content should be determined according to the post responsibilities of civil servants, and the combination of training and application should be emphasized to achieve the expected results. The main purpose of training is to update the knowledge structure of civil servants, so that they can master new knowledge and skills to meet the requirements of the development of the situation and improve the existing administrative level.
Second, the way of civil servant training.
(1) internal training
In other words, an organization is set up within each administrative department to organize training, and the training time, curriculum and training requirements should be determined by all departments. For example, the training of the training base of the School of Management under the ministries and commissions of our government belongs to this category. This kind of training is carried out according to the post or specialty, which is professional and targeted, and the time and personnel are convenient to arrange flexibly.
(2) Inter-ministerial training
Refers to the horizontal joint training organized by several government departments. This kind of inter-departmental training course is organized by several government departments, or with the help of research institutes or schools. The training costs are borne by various government departments, and some courses are offered for civil servants of the same major or level.
(3) exchange training
That is, training civil servants through personnel exchanges or academic exchanges. Personnel exchange training refers to the transfer or secondment of personnel between government departments, regions, government departments and enterprises, so that civil servants can expand their knowledge, increase their talents and master the ability to analyze, solve and coordinate contradictions in various environments.
(4) on-the-job training
In other words, in practical work, civil servants have the burden of improving their practical work ability. Through the example of the Chief Executive or experienced civil servants in their work, civil servants can also accumulate knowledge, gain experience and grow their talents in administrative practice. For example, in the administrative management of China, the competent authorities let some promising young civil servants go to some departments or places to grow their talents through practical work.
(5) School training
That is to say, some promising civil servants are selected by the civil servant management institutions or administrative departments, or the civil servants themselves go to the government's high and intermediate administrative colleges or universities at home and abroad for training or further study in accordance with relevant regulations.
(6) Choose training
That is, civil servants are allowed to make training plans according to their own knowledge structure and personal interests, and freely choose training majors and courses. There are two main ways to choose training: one is to encourage civil servants to use their leisure time to go to nearby schools or evening schools for tuition and further study, and the tuition fees are borne by the government. For example, in some places or departments, according to their own working conditions, administrative officials attend correspondence courses and night university studies in relevant universities, and the expenses are borne by their work units. The other is that civil servants apply to the government for training holidays and full-time study.
China's civil service training includes the following parts:
(A) political theory research
This is determined by China's national conditions. Our country is a socialist country, and our civil servant system is based on the socialist system, which has distinct political and class nature. Without it, the so-called "civil servant neutrality" principle in the west cannot be implemented. Our country's civil servants must accept the leadership of our country's * * * production party, adhere to the party's basic line, be politically consistent with the CPC Central Committee, and actively participate in political activities. Therefore, our civil servants must learn the basic theory of Marxism and the Party's line, principles and policies, so that they can analyze and solve problems from the standpoint and viewpoint of Marxism and establish the idea of serving socialism and the people.
Professional knowledge training
In other words, the training of professional theory, professional technical knowledge and professional operation knowledge closely related to civil servants' work aims at improving civil servants' knowledge literacy and administrative efficiency. This is especially true in modern times when administrative means are constantly developing. Generally speaking, any civil servant should fully master the theoretical knowledge, technical knowledge and business knowledge related to his major, but civil servants of different positions and levels also have different demands for professional knowledge and training. So the training of professional knowledge must be targeted.
Management skills training
In other words, through the study of theoretical knowledge and the practice of management activities, we can broaden the horizons of civil servants and cultivate their ability to lead subordinates, make strategic decisions, coordinate conflicts and harmonious relations in theory and practice.
Professional ethics training
That is, to cultivate the professional ethics and code of conduct of civil servants. Mainly including loyalty to the country, loyalty to the government, loyalty to their duties, strict adherence to state secrets, and not engaging in profit-making activities related to the business of this department.
