Article 2 The objective and task of the evaluation of cadre education and training effect is to urge all parties to check the project approval, implement the training plan, do a good job in tracking and feedback the project effect, scientifically analyze and summarize the quantitative evaluation data in time, and strive to improve the training quality and efficiency.
Article 3 The object of evaluation on the effect of cadre education and training is all kinds of cadre training courses organized by the Municipal Bureau. Using quantitative assessment and cumulative scoring methods, the effect of training programs is evaluated.
Chapter II Evaluation Contents
Article 4 Training programs
1, whether the training purpose meets the requirements of the talent development plan of the Municipal Bureau and the needs of management, production and scientific research to improve the quality of cadres;
2, whether the training content meets the requirements of the training purpose, closely linked with the actual work, with strong pertinence and effectiveness;
3. Whether the training method meets the requirements of training purpose and content, whether it embodies the principle of frugality and pragmatism, and whether it promotes the improvement of training quality.
Article 5 Organization and implementation of training plan
1, whether the curriculum is practical, not only meets the requirements of the training program, but also can be accepted by the students;
2. Whether the training materials are applicable and meet the needs of teaching and participants;
3. Whether the teachers meet the requirements and whether the teaching methods and activities are suitable for the participants;
4. Whether the teaching facilities can meet the teaching needs;
5. Whether the training assessment results of participants meet the requirements of training project establishment;
6, teaching management is formal, strict, logistics service quality is in line with the standards.
Article 6 Participants in training shall study and evaluate.
1, whether the students can actively cooperate with the teaching work and conscientiously complete the learning task;
2. Participants can strictly abide by the training discipline and the rules and regulations of colleges and universities, consciously obey the management of the training organizers, pay attention to their own image, and safeguard the collective honor;
3. Whether the participants' training results meet the expected standards.
Article 7 Follow-up feedback on the effect of training programs
1. Whether the improvement of the knowledge level of the participants, including the updating of knowledge, the improvement of knowledge structure and the broadening of knowledge, has achieved the expected purpose;
2. Whether the improvement of trainees' working ability, including mastering new methods and skills, has achieved the expected purpose;
3. Whether the participants have made great gains in changing their concepts, improving their thinking ability and innovation ability;
4. Whether the trainees' training achievements have been reported (including papers, learning experiences, learning harvest reports, etc.). ) is of guiding significance to the production, operation and management of this unit.
Chapter III Evaluation Indicators and Methods
Eighth training project evaluation index adopts quantitative evaluation. The assessment content is divided into three major items, namely, the organization and implementation of the training plan, the students' learning situation, and the effect tracking feedback. Each major item is divided into several sub-items according to actual needs.
Ninth training project evaluation methods. The major items of the evaluation index adopt the cumulative scoring method, and the sub-items adopt three grades: good, medium and poor. The evaluation content is given different scores according to different weights. 35 points for the organization and implementation of training projects, 50 points for the students' learning situation 15, and 50 points for the effect tracking feedback. The evaluation effect is determined by the accumulation of various scores.
Chapter IV Evaluation Procedures
Tenth training project evaluation. The training plans drawn up by all units and departments of the Municipal Bureau shall be evaluated in different ways according to the principle of classified management.
1. The training plan for cadres at or above the deputy division level and their young and middle-aged reserve cadres, experts at or above the bureau level, academic and technical leaders, high-level compound talents, foreign cooperation talents and key personnel in relevant key positions shall be evaluated by the Organization Department of the Municipal Party Committee in conjunction with the personnel and education departments. Through the evaluation of the training program, as a mandatory plan included in the annual cadre training plan of the Municipal Bureau, organized by the Municipal Party Committee Organization Department with the relevant departments to implement, training fees paid by the Municipal Bureau; Unqualified training programs are evaluated as business training programs for cadres in important positions in each system.
2, the system of important positions of cadres business training projects, by all units, municipal bureau departments responsible for the evaluation. According to the management mode of combining independent training with market-oriented training, the evaluation adopts the way of publishing training items, and all units and departments of the Municipal Bureau make choices according to their needs and draw up the number of trainees. Training programs that meet the needs of all units and departments of the Council shall be included in the annual cadre training plan of the Council as a guiding plan, which shall be organized and implemented by the corresponding units or departments, and the training expenses shall be paid by the participating units; Training programs that do not meet the needs of all units and departments of the Municipal Bureau or have less needs will be assessed as general cadre business training programs.
