An entity applying for the establishment of an educational institution shall have the status of a legal person; An individual applying for the establishment of an educational institution shall have political rights and full capacity for civil conduct. Examination institutions that implement national education examinations, vocational qualification examinations and technical grade examinations may not hold educational institutions related to their examination business.
Educational institutions that organize and implement vocational qualification training and technical level training focusing on vocational skills, and educational institutions that organize and implement vocational skills training focusing on employment, shall be examined and approved by the labor administrative department of the people's government at or above the county level according to the examination and approval authority prescribed by the state, and copied to the education administrative department at the same level for the record.
Domestic training requirements stipulate that:
1. Abide by professional ethics, respect consumers' living habits and customs, take the initiative to adapt to consumers, treat consumers as relatives, and do not abuse the sick and disabled people in their care; Do not disclose consumer privacy; Do not participate in the contradictions and disputes between consumers' families and neighbors, and do not spread gossip, so as not to intensify contradictions.
2. Abide by national laws, regulations and social ethics; Carry out the "Outline for the Implementation of Civic Moral Construction", be self-respecting and self-reliant, and be dedicated to their posts; Abide by the rules and regulations of the enterprise and safeguard the legitimate rights and interests of operators and consumers.
3. Abide by the terms of the contract, do not break the contract without reason, do not ask for changing households without reason or leave without saying goodbye. If there is a conflict with consumers, consumers infringe on the legitimate rights and interests of domestic service personnel, or change the service address and service type. Domestic service personnel should inform the operators in advance for whatever reason and don't handle it without authorization.
