At the beginning of June, the reconstruction function of rural dilapidated buildings in the whole region was officially transferred from the District Civil Affairs Bureau to our bureau. As the excavation depth of the road is 4m, in order to ensure safety, isolation belts should be set up throughout the road section, warning lights should be hung, and special personnel should be arranged to patrol in the morning and evening to ensure that no safety accidents will occur. The third is to help solve some supporting constructions that are convenient for the masses and can meet the requirements of community residents for improving the community environment, such as painting walls around roads and residential coal houses in Quanxi Village and rearranging community flower beds. In addition, actively reflect the hot spots, difficulties and problems that need to be solved to the municipal government, strive for funds, and try their best to help and solve them. (1) Problems in the management system.

The nursery street in our district covers an area of 4.76 square kilometers, with a community of 1 1 and a permanent population of 59,000, including about 40,000 railway workers and their families, accounting for 70% of the total population. It is a street in our district and a typical railway street. With the overall reorganization of the railway system, railway sub-bureaus and railway offices have been evacuated. The infrastructure construction of this street is seriously inadequate, and the urban management is greatly weakened, especially the management of Guangming Street. Although the municipal government has completely transformed this road several years ago, the urban construction management function of the nursery area is not clear, which leads to the lack of maintenance and management of this road in the later stage. At present, residents have reported to the local government the problems that need maintenance, such as damaged roads, blocked sewers and missing manhole covers, and asked the government to solve them. However, the main body of ownership in this area belongs to the railway department, and the management and maintenance of municipal facilities are the responsibility of the local government, and the ownership and responsibility are not unified. Moreover, in the process of upgrading the nursery area, residents do not understand and do not cooperate from time to time. In order to solve this chaotic situation and optimize the living environment in an all-round way, it is suggested that the functions of urban management and sanitation in the nursery area should be handed over to the local government as soon as possible, and the management system should be straightened out to completely change the present situation of the nursery area.
2. Problems existing in the construction and management of drainage facilities. In recent years, due to imperfect drainage facilities, there are many problems of sewer blockage and siltation. In the renovation and maintenance, due to the lack of supervision, developers pay insufficient attention to the construction of supporting facilities, and the drainage facilities of some development projects are not perfect in function and are not in harmony with the surrounding drainage system, which is easy to cause sewer blockage and bring inconvenience to residents' lives. Originally, the problem should be solved by the developer, but because some projects have been long, the developer can't find them or find them, and the people have to find the local government to solve them, which makes our work more difficult. Therefore, we suggest whether the city government can play its role in the development and construction of urban construction projects. It is stipulated that the District Housing and Construction Bureau shall assist the Municipal Housing and Construction Bureau and the Municipal Planning Bureau in the management of drainage facilities for all construction projects developed in Zhuhui District. After the completion of the project, after confirming the signing of the opinions of the Municipal Housing and Construction Bureau, it will be submitted to the relevant departments directly under the municipal government for approval. This can better ensure the matching of new projects and reduce the pressure brought by various contradictions to the district government.
