In order to further standardize the evaluation of professional titles, better serve the social and economic development of Suzhou, and serve the vast number of professional and technical personnel, the current "Regulations on Evaluation of Professional Titles in Engineering Series" was partially adjusted from 20 14. This notice is issued to let relevant professional and technical personnel know the situation as soon as possible and make timely preparations. Details are as follows:

I. Issues concerning local ownership

According to the instructions of the ministries and agencies, starting from 20 14, our city will completely stop the evaluation of local professional titles. Technical personnel with local titles should be converted into national titles in the following ways:

2. Personnel with local senior titles in Suzhou can apply for the evaluation of national intermediate titles, and the service life is counted from the time when the local senior titles are obtained.

3. If the above-mentioned personnel fail to pass the computer examination for professional titles, they can apply to participate in the computer training class designated by Suzhou Professional Title Office (the training class will be organized by the municipalities according to the situation, and the registration method, time and place will be notified separately). Only those who have passed the training can declare.

Those who have not passed the computer proficiency test before 20 12 and have not obtained the certificate shall be treated as such.

4. The application time starts from 20 14 and ends on 20 16, which will be carried out together with the evaluation work of that year. Individuals who fail to apply for the exam within the time limit may take the title computer ability test and report it after obtaining the certificate of conformity. In areas with a large number of applicants, with the consent of the Municipal Office, it can still be handled in accordance with the provisions of the third paragraph of Article 1.

Second, about the declaration and acceptance work.

1. Municipalities (districts) should strictly do a good job in the preliminary examination, and those who do not meet the conditions will not be accepted. Abnormal application materials should be strictly checked according to the conditions, and the submitted application materials should be provided with explanatory materials and treatment opinions (format: name, unit, abnormal content, abnormal conditions and treatment opinions). At the same time, inform the reporting units and personnel of policy and discipline, timely inform them of special circumstances, and do a good job in answering.

2. The application materials shall meet the following requirements:

(1) The academic certificate must be verified in China Xue Xin. Unable to verify, other supporting materials (student registration form, foreign academic certification of the Ministry of Education, official certificate of graduation school, etc.). ) should be provided. The preliminary examination department is responsible for the integrity of the materials, and the Suzhou Professional Title Evaluation Center (hereinafter referred to as the "Evaluation Center") is responsible for the authenticity and validity of the academic qualifications.

(2) The social security certificate shall be verified by the competent department of preliminary examination in conjunction with the local social security center. The affiliated review is regarded as fraud, and the responsibility of units and individuals shall be investigated. Provisions on the evaluation of professional titles of expatriates from enterprises headquartered in the Soviet Union shall be notified separately.

(3) The performance and achievements shall be proved by the unit to which they belong, and they shall be jointly and severally liable.

(4) The working experience of this major is calculated from the year when I obtained the technical secondary school education of this major or related majors to the year before applying for the current title (excluding the year of application). Persons who do not have the required academic qualifications or post-academic qualifications must provide valid professional work experience certificates.

(5) Papers, works or professional articles must be written by myself and related to my professional work. The third party designated by the Municipal Property Office is responsible for reviewing and issuing a report. Paper plagiarism is identified according to the following criteria:

(1) continuously quoting other people's works for more than 200 words without indicating the source.

(2) Using published data, charts and other contents by others without authorization or without indicating the source.

(3) Copying the original text or copying others' works by changing individual words or rearranging the order, which exceeds the total number of words written by myself 15% (except citing laws and regulations, government documents, current affairs news, famous sayings and aphorisms, classic poems, ancient books, recognized principles, methods, formulas, summary tables, etc.)

(4) direct translation of documents or changing words and rearranging sentence order in translation are used in my thesis, and the total number of words exceeds 15% of the total number of words in my thesis.

(5) plagiarizing experimental results and analysis, system design and problem-solving methods in other people's papers or works without indicating the source or reference source.

⑥ Others are identified as plagiarism by the professional title evaluation committee.

Has been identified as plagiarism, and the proportion of repeated content in my total words is less than 30%, which is identified as mild plagiarism; 30% ~ 50% moderate plagiarism; More than 50% plagiarism is serious. Plagiarism will be punished according to different degrees.

(6) For the collective award-winning project, the unit shall provide the certification materials or inquiry paths, and the list of project leaders (format: the name of the award-winning project, the award-winning unit, the award-winning time, the names of the main leaders, positions and titles). The above materials are provided by individuals for individual award-winning projects, and the unit where they work provides proof and assumes joint and several liability. The evaluation center is responsible for establishing the award-winning catalogue and the archives of the main person in charge of the award-winning project to prevent the proliferation of awards and the phenomenon of multi-use of one award.

(7) Starting from 20 14, the evaluation center will jointly establish credit files for professional and technical personnel with Suzhou Personnel Testing Center. Anyone who practices fraud or fraud in the professional title evaluation, professional and professional title examination will be recorded in the credit file, and will be given a warning, notification, delay in declaring the professional title or taking relevant examinations, and cancel the professional title and professional qualification. If a unit practices fraud collectively, it will not accept the collective declaration of the unit within three years, and the professional and technical personnel of the unit will declare themselves, and the relevant materials will be provided by the third party (the competent department, the industry association designated by the title office, etc.). ).

Three, about the continuing education of technical personnel.

According to the requirements of ministries and agencies, starting from 20 14, our city will comprehensively carry out continuing education for professional and technical personnel. According to the Notice on Printing and Distributing (Jiangsu Provincial People's Insurance Institute [2065438+03] No.7), technicians must complete the annual study task and complete the credits as required. At present, the continuing education platform for professional and technical personnel in Suzhou has been opened (), and the first batch of continuing education bases for professional and technical personnel have been confirmed and announced (the list is attached). The specific requirements are as follows:

1. According to the regulations, senior and intermediate professional and technical personnel shall receive continuing education for no less than 12 days or 72 hours per year, and junior professional and technical personnel shall receive continuing education for no less than 7 days or 42 hours per year. For the specific calculation method, please refer to the Notice on Printing and Distributing (No.7 [2065438+03] of SUPPIC Insurance Institute).

2. Technicians need to study through the online learning platform, training programs and planned training courses organized by the continuing education base recognized by Suzhou Professional Title Office before they can calculate the continuing education hours according to the study hours.

3. Professional training projects in various industries need to be approved by the municipal competent department (if there is no competent department, it shall be recognized by the municipal title office or relevant industry associations), and the hours shall be calculated by the certificate of completion.

4. Encourage qualified social training institutions to actively participate in the continuing education of professional and technical personnel. Those who meet the requirements of the Notice on Printing and Distributing (No.438+03 [2065] of the People's Republic of China) can apply for continuing education bases and focus on professional training in their own industries (fields) according to their respective characteristics.

5. In order to do a good job of linking up and protect the rights and interests of technicians, the credits for continuing education of technicians are calculated from 20 14 (when studying according to the above regulations, 20 13 can be included in 20 14). 20 14 is included in the current class hour, 20 15 is included in 20 14 and 20 15, and so on. Those who declare junior titles are not required.

6. Online learning platform and continuing education base do not provide corresponding professional training subjects, and the class hours are not up to standard, which will not affect the evaluation results.

1. The evaluation center publishes the list of Suzhou professional title evaluation work arrangement on June 5438+0 every year, and invites relevant units and individuals to declare in time according to the time requirements. This is a serious evaluation discipline, and it will not be accepted after the expiration.

The assessment center will organize an additional test according to the situation, but participants still cannot abstain, and the cost of the additional test will be shared equally by the applicants.

3. Computer examination of professional titles, step-by-step evaluation, comparative determination, green channel for evaluation of professional titles of high-level talents and other related issues. , still according to the "Notice on Issues Related to Current Professional Title Work" (1No.3 [Su Zhi Office] 1 1).

4. The evaluation of technical personnel's professional titles is based on the Notice on Printing and Distributing (Su [2065 438+03] 12), and shall be declared at the same time with technical personnel.

5. For those who do not have the required academic qualifications and the computer ability level is not up to standard, Suzhou Professional Title Office will hold it irregularly according to the actual situation such as the development needs of the industry, and notify them when releasing the annual review work plan in the same year.

From 6.20 14, the application materials of the intermediary company are temporarily suspended, and all application materials are directly submitted by the applicant's unit or the applicant himself.

7. Unless otherwise stipulated by the competent department of the above content industry, such provisions shall prevail.
